HD.& CITY ATlYT7@-h!f CITY MGR. 2 - RECOMMENDED ACTION: The Traffic Safety Commission recommends adoption of Ordinance ,3/ 7 9 , installing a four-way stop at the intersection of Tamarack and Skyline. ITEM EXPLANATION: Tamarack Avenue was recently opened "over the hill" to El Camino Real. A four-way intersection was created where previously there had been only three legs. When the road was opened, stop signs were installed for north and south bound traffic on Skyline Drive. Immediately, residents of the area requested a four-way stop because of the higher traffic volumes and speed on Tamarack, and the sight distance. Since then, Tamarack Avenue has been closed for widening and improvement in the block to the west of the subject intersection. Completion and reopening is scheduled for December 15, 1984. The Traffic Safety Coordinating Committee (technical representatives) reviewed the residents request and recommended to leave the intersection as a two-way stop because: 1. 2. 3. 4. 5. 6. The location fails to meet established warrants for a four-way stop. The factors considered were traffic volumes, speed, accidents, sight distance, and pedestrians. A four-way stop will give Skyline traffic a false sense of security. It can be predicted that some vehicles on Tamarack will run the stop sign and/or have rear-end collisions. Sight distance to the east is adequate, and sight distance to the west will be adequate when the City contract is completed. There have been no accidents at the location. The safety record for existing four-way stops along Tamarack is not good. In the past year, 13 one and two-way stops had a total of one accident; five four-way stops had a total of nine accidents. The intersection has not had time for traffic patterns and driver behavior to become established. A perfect accident record cannot be improved upon. AB# 7PY7 MTG. 11/6/84 DEPT. TSC PAGE: 2 The Traffic Safety Coordinating Committee forwarded their recommendation to the Traffic Safety Commission. Prior to the Traffic Safety Commission's meeting, 29 letters requesting the four-way stop were presented to the Chairman. Additionally, the Carlsbad Unified School District has gone on record as favoring a four-way stop. Verbal presentations were made to the Traffic Safety Commission. The Commission's vote was 4-0 favoring a four-way stop. Staff recommended to the Traffic Safety Commission that the intersection remain as a two-way stop. That continues to be staffs' recommendation. FISCAL IMPACT: The installation of two stop signs with advance signing and pavement markings would cost about $400.00. EXHIBITS : 1. Location Map 2. Drivers shall stop where the following described streets intersect Tamarack Avenue: Adarns Street Garfield Street Jefferson Street Pi0 Pic0 Drive Palisades Drive Skyline Drive" SECTION 2: That Section 10.28.330 is added to the Carlsbad Municipal Code, and shall read: "10.28.330 Skyline Drive.
