CM CITY M RECOMMENDED ACTION: TO USE HERITAGE HALL City Council recognize the name of the Carlsbad Concert Band and authorize the band to use Heritage Hall free of charge on Thursday evenings. Item Explanation: The Carlsbad Concert Band has requested the use of Heritage Hall on Thursdays from 6:30 PM to 1O:OO PM free of charge. According to their member, Jim Winslow, the group has been under the auspices of the Senior Citizen Association and has thirty-three members of which thirteen are seniors. This is a volunteer band and none of the members, including the director, is paid. Staff is presently in the process of evaluating the facility-use requests for all of our buidings. It appears that the facility is available on Thursday evenings, but a final decision will not be made until all the requests are reviewed. If the facility is available and a decision is made to waive the fees, liability insurance must be provided by the user. This can be purchased by the applicant through a private company or the City offers a policy for $6 per month. City may pay the premium on behalf of the group. Fiscal Impact: The City would charge this group $10 per hour to use Heritage Hall. This adds up to $40 per night. If the band utilized the building for fifty-two weeks per year, the City would lose $2,080 in generated revenue . The
