HD. \?/ CITY Am& TITLE: ANENDING THE CLASSIFICATION AND MISCELLANEOUS SALARY PLANS I CITY MOR.% RECOMMENDED ACTION: City Council adopt Resolution No. 782 3 adding the classification of Senior Receptionist Cashier and revising the classification and salary range for Receptionist Cashier. ITEM EXPLANATION : On June 26, 1984, the City Council adopted the FY1984-85 budget. Included within the budget is a new position of Receptionist Cashier within the Parks and Recreation Department. Certain changes are required in order to integrate this new position into the existing format. The present Receptionist Cashier position located in city hall has been in existence for three years. This position has always been required to audit deposits received from other city collec- tion points, and to prepare the daily bank deposit. The recently approved Parks and Recreation Department Receptionist Cashier will not be required to perform these duties. In order to effectively distinguish the differing responsibilities between these two positions, the following recommendations are made. First; the Receptionist Cashier located in city hall should be retitled to Senior Receptionist Cashier. Second, this retitled classification has been revised to include references to audit and deposit tasks in the Examples of Duties and Distinguishing Characteristics sections. No salary range adjustments are recommended. The third recommended change is to modify the Receptionist Cashier (Parks and Recreation Department) description to include typing and maintaining registration logs duties in the Examples of Duties section. Duties referencing auditing and bank deposits are not included. It is recommended that the salary range for Receptionist Cashier be assigned to R15. This is two ranges below the Senior Receptionist Cashier which is at R17. The above noted title changes, duties identification, and salary distinctions will clearly distinguish the differences in responsibility-among these two positions. These recommendations were developed in concurrence with both Finance and Parks and Recreation Departments. FISCAL IMPACT: Cost of salary and benefits for Receptionist Cashier at R15 is $18,063 - $21,002 annually. EXHIBIT 1. WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Senior Receptionist Cashier and Receptionist Cashier should be included in the city's Classification and Salary Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Senior Receptionist Cashier as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to revise the classification of Receptionist Cashier described in Attachment B, attached hereto and made a part thereof, 4. DISTINGUISHING CHARACTERISTICS Positions assigned to this classification involve more complex and responsible work, requiring taking independent actions. The Senior Receptionist Cashier is responsible for auditing the cash balances and deposits received from a variety of city collection points. position is responsible for completing the city wide daily bank deposit. This EXAMPLES OF DUTIES Collect payments over the counter and through the mail. Balance cash drawer and prepare deposits. Check and index invoices and prepare for payment. Operate adding machine and other office appliances. Receive telephone calls from the public and provide necessary information or transfer calls. Receive, sort, and distribute incoming and outgoing mail. Receive visitors and direct them to the proper city offices. Perform a variety of routine and simple clerical posting, organiza- tion, and filing duties involving accounting records. Review and check records, forms, and other documents for accuracy and completeness. Audit deposits received from other collection points. Prepare city daily bank deposit. Accept and maintain registrations and appropriate log books. OUALIFICATIONS Knowledge of: English usage, spelling, grammar, and punctuation. Office methods and equipment. . Senior Receptionist Cashier (cont. ) Basic methods, terminology, and practices of financial recordkeeping. Ability to: Post financial data and make accurate arithmetical calculations. Understand and carry out oral and written instructions. Perform routine clerical work. Work cooperatively with others.
