direct the Attorney' s Office to prepare documents APPFOVING GPA/LU 84-13 and
introduce Ordinance No. 9 74!
ITEM EXPLANATION
This item is a request for three actions:
0 & 974/ , APPROVING ZC-320 and SP-19(
1) A General Plan Amendment from U (Public Utility) to G/O (Ccaribination Govermtent and Professional Office);
A Zone Change fra County to 0 (Office); and
A Specific Plan for future developent of the site.

The property is 3.36 acres in size, med by the Oliverhain Micipal Water
District and located at the intersection of Olivenhah Road and Rancho Santa
Road.

I, IBTRODUCTIOU
A. PURPOSE
The purpose of this Specific Plan is to provide for the existing
operation and minor future expansion of the Olivenhain Municipal Water District and for future occupation or development of the
site by an alternate user. The land use plan and development regulations contained within the Specific Plan will facilitate efficient business operations at present as well as ensuring higl quality future development while protecting adjacent land uses from adverse impacts.
This Specific Plan is adopted pursuant to the provisions of
California Government Code Sections 65450 et. seq. and of the Land Use Element of the City of Carlsbad General Plan. A Specific Plan is required for this area pursuant to page 34 (15) of the Land Use Element which requires the use of a specific plan in conjunction with the Combination District.
This Specific Plan is intended to be a tool to implement the Goals and Policies of the General Plan. The Specific Plan accommodates existing uses and establishes a set of standards for future development and does not provide a guarantee of approval for future discretionary acts or projects within its boundaries. The permitted uses, development standards and environmental considerations contained in this plan may be more stringent than those found in the underlying zoning. Therefore, the provisions of this plan shall take precedence over the underlying zone. The provisions of the underlying zone shall apply to subjects not covered in this plan. Where a conflict may exist between this specific plan and the underlying zone,
the most restrictive shall prevail.

The subject property is approximately 3.36 acres in size and is located on the north side of Olivenhain Road, east and west of Rancho Santa Fe Road. The site location is shown on Exhibit
"A".

A, -GENERAL DEVELOPHEAT COBCEPT
The project is an existing governmental office for the Olivenhain
Municipal Water District. This specific plan provides for the existing use, buildings, site design and circulation. The plan
also allows for the future construction of a storage building.
The precise location of the storage building shall be reviewed and approved at the time building permits are issued. building shall comply with all City codes in effect at the time of construction. The approved site design, including conceptual placement of the storage building, is illustrated on Exhibit "B", Improvements for the site shall not be required until one of the events as stated in Section IV occurs.
The Specific Plan also provides for future uses and development on the site. A future user, as permitted in Section I1 R of thi specific plan, could occupy the unaltered site with no
discretionary action required.
Any alteration to the site plan, as shown on Exhibit "B", including changes to building placement, circulation or site redevelopment, would require an amendment to this Specific Plan. Review of such amendment shall include but is not limited to, site plan, architectural elevations, landscaping and public improvements.

~ll landscaping shall comply with the City landscape guidelines manual. All- landscaped areas shall be planted with a combination of trees, shrubs and groundcover. All landscaped areas shall be served by a permanent irrigation system including
bubblers or sprinklers. Prior to approval of a building permit, each applicant shall submit a landscape and irrigation plan for
the approval of the Land Use Planning Manager. All approved improvements shall be installed prior to occupancy of the bui Id ing .
All setback areas shall be planted with plant species consistent
with the landscape guidelines manual. Variations in ground plane by use of undulating mounding is encouraged to screen parking areas and to enhance the landscaping and building architecture. Landscaping along arterials should comply with
the City's streetscaping program.
The Land Use Planning Manager may approve the use of decorative
impervious surfaces for up to forty percent of the required yard areas for visual enhancement, pedestrian or employee

Any signs proposed for the existing or future development shall
be designed -in conformance with the City's Sign Ordinance and shall require the review and approval of the Land Use Planning Manager prior to installation of such signs.
Total maximum allowable area of all signs, including monument signs, shall not exceed one square foot per lineal foot of building frontage.
Two freestanding monument signs are permitted for the site. The monument signs shall be no greater than six feet in height or six feet in length, including the base, with a maximum of two sign faces. Comprehensively planned developments may be permitted additional monument signs, above the allowable area,
by the Land Use Planning Manager.
For any new development, a detailed sign program shall be submitted to the Land Use Planning Manager for approval prior to installation of any signs.
6, WALLS ARD FENCES
Walls and fences up to a height of six feet are permitted except
that no wall or fence shall be erected in any front yard setback in excess of forty-two inches and that all walls and fences
shall observe a minimum setback of ten feet from the property line for side yard on a street.

Exterior lighting is required for all employee and visitor parking areas, walkways, and building entrances and exits. Ligk sources shall be designed to avoid direct or indirect glare to any off-site properties or public rights-of-way.

Exterior components of plumbing, processing, heating, cooling and ventilating systems (including but not limited to piping,

IV, SPECIFIC PLAH REVIEW
Review and implementation of this specific plan shall he automatically mandated by any change in the area circulation system, including but not limited to realignment of Rancho Sant,
Fe Road, Olivenhain Road or construction of Highway 680, and any new construction on the property.
Should the Commission determine that the conditions of the
specific plan are not current, require modification or addition conditions or restrictions are necessary to mitigate potential adverse impacts, a public hearing shall be held to consider modifications to the plan.

DISTRICT - Request for approval of a General Plan Amendment from Public Utilities to a combination district of Governmental Facilities/Professional; a preannexational Zone Change to Office and a Specific Plan at 1966 Olivenhain Road on the north side of Olivenhain Road, east and west of Rancho Santa Fe Road.
I. RECOMMENDATION
It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manager and
ADOPT Resolution Nos. 2371, 2372 and 2373, recommending APPROVAL ofA/LU 84-13, X-320 and SP-196, to the City Council based on the findings and subject to the conditions contained therein.
11. PROJECT DESCRIPTION AND BACKGROUND
The applicant is requesting approval of three actions on 3.36 acres, located as described above, The discretionary actions requested are:
General Plan Amendment from U, Public Utilities,to a combination district comprised of G/O, Governmental Facilities/Professional;

2) Preannexational Zone Change to 0, Office; and 3) A Specific Plan.
The subject property is roughly triangular in shape and
isolated by roadways on all three sides as shown on the locatio map. Olivenhain Road borders the site to the south, and sections of Rancho Santa Fe Road adjoin the property to the eas and west. The site is currently occupied by the Olivenhain Municipal Water District headquarters.
The requested actions are proposed to accommodate annexation of the subject property to Carlsbad, The site adjoins the City o
Carlsbad boundaries to the north, east and west. The Woolley Annexation, to be considered by the City Council in the next
month, includes 375 acres of property immediately adjacent to the south. As originally proposed, the annexation would have left the water district as a small county island. LAFCO, in
recently approving the Woolley annexation, added a condition requiring the prezoning of the water district property prior t formal annexation.

Discussion
The project site is currently designated U, Public Utilities, by
the Land Use Element of the General Plan. The water district,
however, is not a public utility but a qovernmental agency. The designation G, Governmental Facilities, would most accurately reflect the existing operations.
Staff is proposing a combination district of G/O, Governmental Facilities and Professional uses as a means to best accommodate existing uses as well as future use of the site. The water district operations are predominately office in nature. Designating the site as a combination district would enable a non-governmental office uses to occupy the site, should the water district relocate. The combination district also requires
approval of a specific plan whereby future users could be restricted and development standards specified for new development .
The site is bordered on all sides by property developed as or designated for Residential Low-Medium density development. due to the property's size, shape and proximity to major roadways, (Olivenhain Road and Rancho Santa Fe are prime arterials), staff does not believe the property is suitable for residential development. Of possible non-residential uses, professional office use, as restricted by the specific plan, would have the
least potential impacts on nearby residences. Further, the project site's isolation by prime arterials would serve as a buffer between proposed and adjoining uses.
Staff believes that the proposed combination district most
accurately reflects existing land uses while providing for future use of the site. The required specific plan process provides a mechanism to ensure future land uses are compatible and that new development reflects high quality standards.

The Office zone is consistent with both the Governmental Facilities and Professional land use designations. The proposed specific plan would further modify zoning to properly implement

As exhibited by current operations, the site is adequate in size and shape to accommodate uses permitted in the zone. Land uses, permitted by the Office zone, that may have the potential to impact neighboring properties or the circulation system (eg., high traffic generators) would not be permitted under the specific plan,
Specific Plan
Discussion
As noted previously, the specific plan is intended to accommodate the existing water district operations as well as
future users of those same facilities or redevelopment of the site. The specific plan approves the existing development and provides for construction of a future storage building.
The specific plan also includes a list of permitted uses, similar to those contained in the Office zone, except that high traffic generators have been eliminated. A future user, as permitted by the specific plan, could occupy the site as existing with no discretionary action required. Any alteration to the approved site plan, however, would require an amendment to the specific plan,
The project site is in an area that may undergo considerable changes in the next twenty years. As well as new development, realignment of Rancho Santa Fe Road and possible construction 0
Highway 680 may impact permitted uses, site configuration or render the uses or standards of the specific plan inappropriate
It is for these reasons that staff has built a review process into the specific plan, The process calls for Commission revie every five years or upon change to the area circulation. In this manner, staff hopes to provide a mechanism to ensure that uses are appropriate, all impacts are mitigated and that the
conditions of the specific plan are current and pertinent to tl needs and concerns of the City.

Overall, staff believes that the proposed combination district would incorporate the most appropriate land use designation for the site, that the Office zone would properly and consistently implement those land uses and that the Specific Plan adequately
accommodates existing operations while providing for future compatible uses and quality development.
IV, ENVIRONMENTAL REVIEW
The Land Use Planning Manager has deternined that this project
will not have a significant impact on the environment and, therefore, issued a Negative Declaration on October 10, 1984.
