R&A CITY RECOMMENDED ACTION: 1. Adopt the SANDAG Local Technical Assistance Agreement for revision to the Housing Element of the General Plan of the Ci of Carlsbad, in an amount not to exceed $7,635. 2. Adopt Resolution No. 7828 appropriating the necessary fu ($7,635) to revise the Housing Element. ITEM EXPLANATION: The State law requires that housing elements be updated every years. The next revision must be accomplished by July 1, 198 The City of Carlsbad last revised its Housing Element in 1980 now is required to review and appropriately revise the elemen reflect recent adjustments in the Regional Housing Needs, the Housing Allocation Formula and the recently adopted Series 6 Regional Growth Forecasts. This revision is primarily technical in nature, but requires Planning Comission and City Council understanding as to the and. commitments contained within the Housing Element. The San Diego Association of Governments (SAYDAG) prepared t Regional Housing Needs and maintains staff expertise within t Housing area. Thru the Local Technical Assistance (LTA) prog we have requested a work program to revise Carlsbad's Housing Plement. (See Exhibit 1.) FISCAL IMPACT: The $7,635 agreement with SANDAG's LTA program. EXHIBIT 1. @ v CITY OF CARLSBAD SAN DIEGO ASSOCIATION OF GOVERNMENTS LOCAL TECHNICAL ASSISTANCE AGREEMEWT FOR REVISIOPJS TO TEE HOUSING ELEMENT WHEREAS, the City of Carlsbad (The City) requires planning services for revisions to the Housing Element, City of Carlsbad; and (SANDAG) has offered to supply such services under its Local Technical Assistance Program, WHEREAS, the San Diego Association of Governments The parties hereunto agree as follows as of this 20th day of November, 1984: 1. SANDAG shall supply the services shown in the attachment to this Agreement (Work Program) , which is hereby incorporated into this Agree- ment as if fully set forth herein. 2. The City agrees to provide, or cause to be provided, any necessary input, review and assistance to SATJDAG. 3. The City agrees to pay SANDAG an amount not to exceed $7,635 in three equal payments within 30 days of receipt of invoices. Demographic Analysis of population characteristics; total Assessment composition by race and age, and projections and employment characteristics: totals and trends (from 1970 & 1980 Census, Series 6 Regional Growth Forecasts, DOF 1984 Estimates and Regional Housing Needs Statement). $ 2. Housing Analysis of housing characteristics: type, tenure, overcrowding, vacancy, conditions and projections and housing affordability characteristics: housing costs, income, and overpayment (from 1970 & 1980 Census, HAP Methodology, Series 6 Regional Growth Forecasts, DOF 1984 Estimates, and Regional Housing Assessment Needs St at em ent) . $ 3. Site. Inventory Review and update of land suitable for residential development including vacant sites and sites having potential for redevelopment and the analysis of the relationship of zoning and public facilities and services to these sites (from the Carlsbad Housing Element, Series 6 Regional Growth Forecasts, and staff interviews) . ! 4. Governmental Review and update of 1981 Element including Constraints provisions for land use controls, building codes, site improvements, fee and other exactions required of developers, and local processing and permit procedures (from Carlsbad Housing Element and staff interviews). 5. Non-Governmental Review and update of 1981 Element including Constraints provisions for current financing costs, price of land, and cost of construction (from SANDAG files, County Assessor and local industry interview). Analysis of the housing needs of the handicapped, elderly, large family, farmworkers, single parent householders, students, and military (from 1980 Census and HAP Methodology). 6. Energy Analysis of opportunities for energy conservation Conservation with respect to residential development (from SANDAG Energy Plan and staff interview). @ eTACHMENT TO EXHI .- GOALS AND OBJECTIVES (40 hours: $1,760) 1. Review of Goah & Objectives Based upon the change in the needs assessment in revised housing element, recommend changes (if any) in the City's goals, quantified objectives, and policies relative to the maintenance, improvement, and development of housing. Establish the maximum number of housing units that can be constructed, rehabilitated, and conserved over a five-year time frame. $1 Y PROGRAMS (32 hours: $1,408) 1. Review of Programs Based upon the change in the needs assessment and goals and objectives, recommend changes (if any) in the City's five-year schedule of actions to implement the policies and achieve gods and objectives including administration of land use and development controls, provision of regulatory concessions, and incentives, and utilization of appropriate federal and state financing and subsidy programs when available. a. Review of the housing elements provision of sites identified in the element which will be made availabIe through appropriate zoning and development standards. $; b. Review of housing element provisions for the development of housing to meet needs of low and moderate income housing. $; c. Review of housing element provisions for the removal of governmental constraints to maintenance, improvement , and development of housing. $2 d. Review of housing element provisions for conservation and improvement of the conditions of existing affordable housing stock. $2 e. Review of the housing element provisions which identify agencies and officials responsible for the implementation of the element and which identify the means by which consistency will be achieved with other general plan elements and community goals. $3 EVALUATION (15 hours: $660) 1. As we understand this revision, it is primarily technical in nature based on Regional Housing Needs, the Housing Allocation Formula, the recently adopted Series 6 Regional Growth Forecasts and other current information. We are aware that several cities have contracted with you thru the Local Technical Assistance Program to complete this State required update of Housing Elements. to the City of Carlsbad a work program for the proposed revisions to the Housing Element. The update would consist of three steps: (1) revision of needs assessment, (2) existing housing goals/strategy/implementation assessment, and (3) any necessary revisions of the goals/strategy/implementation. These activities would be designed to respond to the Housing Element law as defined by Chapter 1143/1980 (Roos Bill- AB 2853) and include consultations with the City of Carlsbad (any advisory committee, Planning Commission, and City Council) and the State Department of Housing and Community Development (HCD). The total costs of these services will be $7,635 ($8,635 in calculated costs reduced by the LTA discount of $1,000). (1) the need to provide a more current needs assessment using primarily the 1980 Census, Series 6 Regional Growth Forecasts, and the revised Regional Housing Needs Statement; (2) the need to revise the Carlsbad Housing Element to address the additional requirements of the new housing element law; and (3) the need to assess and, if necessary, revise the goals/strategy/implementation.
