P....,CH...__ __ 0 "RECOMMENDED ACTION: Staff recommends Council adopt Resolution No. 7.1.&J ,. awarding the bid for the paving machine to Lee Boy Sales Company. ITEM EXPLANATION The 1984-85 Budget includes funds for the purchase of a paving machine •in the Streets Division. Specifications for a paving machine were developed by the staff of the Utilities and Maintenance Depa1•tinent. In accordance with Section 3.28 .120 of the Muni9ipal Code., _Notice to Bidders was published and Request for Bids was 1nade to five vendors. Three bids were received, opened, witnessed and recorded on October 30,. 1984. The bid that met the written specifications and the performance requirements was from Lee Boy Sales Company, 1903 W. Vista Way, Vista, 'CA 92083, in the amount of $29,500, plus tax, for a total of $31,270. The two other bidders did not meet our requirements for a demonstration on the machine that they were bi9ding,. and their machines did not meet our written specifications. The exceptions that were taken by the lowest bidders are considered major, since they involve operator ~fety and washboard effect of the asphalt. One unit would not allow for dump truck to properly back-up and dump into the paver's hopper. The other unit did not have-hydraulic cut-off plates. Their plates would have to be !~stalled and removed manually -making it necessary for·the operator to ~ork around moving parts of the ~achine. This exception could pose a serious safety problem w~eh the operator has to install cut-off plates during. operation, along with the fact that t~e temperature of the hot asphalt in the hopper could be hazardous· to the operator installing the cut-off plates. Also, the specifications provided for a track set up that wo~ld insure p~sitive traction and· eliminate a washboard effect of the asphalt. Neither the Super Paver and Power Box (the low bidders) met the City specifications for track set-up. g;. It is our recommendation the purchase be awarded Lee Boy Sales Co,, 1903 W, Vista Way, Vista, CA 92083 in the total amount of $31,270, This recommendation is based upon an evaluation of specifications to meet our needs and a demonstration of the equipment which each vendor conducted, Attached are two memos which provide a discussion of certain specific items specified and a report of the evaluations. Detailed ·evaluation forms are on file in this office, It should be noted that the Mauldin machine demonstrated was the Super Paver, whereas, the bid relates to a standard model. The Super Paver price would most likely be in excess of the Lee Boy 900ST which was bid and demonstrated, q~~/R.-J ~;~-- RWG:jlc Attachments November 9, 1984 TO: DIRECTOR, UTILITIES & MAINTENANCE FROM: Streets Maintenance Superintendent RECOMMENDATION FOR PURCHASE OF PAVING MACHINE After going over the evaluation rating sheets and disucssing the different .pavers that were demonstrated, the Streets Maintenance Division recommends that the Lee Boy 900ST is the paver that best suits our needs. The Lee Boy 900ST meets or exceeds all of the'specifications and requirements set by the city. The 900ST also rated out highest among the three pavers that were demonstrated. The two other companies that placed bids on the paving machine are in violation of the addendum to the bid. Both Nixon-Egli Equipment Company and Golden State Equipment did not do a demonstration with the machine that they bid on. Nixon-Egli Equipment Company demon- strated a Power Box 650T with a diesel engine not a gasoline engine as specified, Golden State Equipment Company demonstrated a Mauldin Super Paver with a 2300 c,c. industrial Ford gasoline engine, but, they bid a 37 HP Wisconsin engine. The Mauldin Super Paver was also demonstrated without any material cut off plates, Golden State Equipment also bid a standard Mauldin track-mounted paver which does not come close to meeting the specifications required by the city and was never demonstrated. There are other important reasons in otir decision to recommend the Lee Boy 900ST over the Power Box 650T or the Mauldin Super Paver, The Power Box 650T has an exhaust heated screed which caused irritation to the eyes of several of the raters. Also, the noise level on the Power Box 650T was extremely loud and annoying, The Street Division's 5-yard dump trucks could not properly back up and dump into the paver's hopper. The 650T rated out lowest of the three pavers demonstrated. The Mauldin Super Paver has several questionable problems, One being not having hydraulic cut off plates, In Golden State's bid, they indicated they would provide 21 and 1' cut off plates for material distribution, The Mauldin Super Paver has no hydraulic set up for opening and closing the cut off plates on the machine. They would have to be installed and removed manually. This could pose a serious safety problem when the operator has to install the cut off plates during operation. Installation of the material cut off plates involves working around the moving p(.:lrts of the paving machine (flight bars and augers). Also, the temperature of the hopper, due to hot asphalt, could be very hazardous to the ope:rator installing the material cut off plates, The track set up on the Mauldin Super Paver and the Power Boy 650T does not meet city specifications. The Street Division specified a track size of a minimum of 1" thick'14" wide and to be no less than 51 long when ..r Director, U&M 11/9/84 Page 2 the paver is in operation. The specifications are to insure positive traction while the paver is in operation. Also, it will eliminate the wash board effect. Both the Mauldin Super Paver and Power Box 650T rated low in road- ability. Field service by Golden State Equipment is also questionable due to the fact that they work out of Fremont, CA. The Lee Boy 900ST rated out highest in every category of the evaluation sheet. Also, ther~ is a local, licensed dealership which would be beneficial for service, parts and training on the asphalt paving machine. Taking into consideration all of the evaluation sheets, the comments and observations of the Utilities & Maintenance Department employees who rated the different pavers, we feel the Lee Boy 900ST is the best available machine for the type of street maintenance we perform in our day-to-day operations. Even though the Lee Boy 900ST was the highest bidder, it still comes in within our budgeted limit. The Lee Boy 900ST is only $1,228.54 higher than the Mauldin Super Paver. November 9, 1984 TO: DIRECTOR, UTILITIES & MAINTENANCE FROM: Street Maintenance Supervisor PAVER EVALUATION Key personnel of the Utilities & Maintenance Department had the opportunity to observe on-site demonstrations of three different paving machines. The Power Box 650T, represented by Nixon-Egli Equipment Company, demonstrated on Tuesday, October 23, 1984 on the 200 block of Cerezo. The Mauldin Super Paver, represented by Golden State Equipment Company, demonstrated on Wednesday, October 24, 1984 on the 200 block of Cerezo. The Lee Boy 900ST, represented by Lee Boy Sales Company, demonstrated Monday, October 29, 1984 on the 100 block of Cerezo. The raters were from the Streets Division and Mechanical Maintenance Division: Keith Eyler -Mechanical Maintenance Superintendent Greg Clavier -Street Supervisor Greg Woods -Maintenance Worker III -Streets Jerry Skripsy -Maintenance Worker III -Streets Larry Whatley -Maintenance Worker III -Streets Allan Packer -Maintenance Worker III -Streets Carl Bergman -Maintenance Worker II -Streets Each rater evaluated the three different pavers while in field operations. The pavers were rated on nine different categories. The three categories on main- tenance were not evaluated by all seven raters. In all categories except for one 1 the Lee Boy 900-ST rated higher. The one category was operator comfort and the Mauldin Super Paver rated out the same as the Lee Boy. The overall condition of the road surface after the demonstration coincides with the results of the evaluation sheets.
