ACTION:
APPROVED
BEACH PRESERVATION POLICY
PURPOSE AND GOAL;
The Cities of Carlsbad, Oceanside, and Del Mar; the County of
San Diego; and, United States Marine Corps Base Camp Pendleton
have a strong common interest in the preservation and restora-
tion of North San Diego County's beaches. The maintenance of
wide, sandy beaches helps to protect against costly property
damage, and further benefits the entire North County region
economically by promoting recreation and tourism. Furthermore,
because sand moves throughout the entire littoral cell which
extends between Dana Point and La Jolla, the beach restoration
activities underaken in one area may affect the character of
the shoreline in adjoining jurisdictions.
Therefore, the goal of this policy is to foster greater coopera-
tion toward the maintenance and enhancement of North San Diego
County area beaches.
It is the policy of the above-mentioned agencies to:
1. Communicate regularly with each other on beach protection
and restoration matters in order to ensure maximum cooperation;
2. Promote the restoration of North San Diego County area beaches,
which are an important economic and recreational resource to
the region;
3. Support maximum replenishment of beach sand through projects
such as the Oceanside sand bypass and dredging of Agua
Hedionda Lagoon.
4. Coordinate all beach restoration and shoreline protection
projects to maximize benefits to the region, and avoid detri-
mental effects on adjoining beach areas.
