EXHIBIT Resolution No. �-- w I 00 i N r-1 r RESOLUTION NO. 7854 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 2 CARLSBAD, CALIFORNIA CALLING FOR THE ESTABLISHMENT OF THE SOUTHWEST COAST CORRIDOR AND THE SOUTHWEST 3 COAST CORRIDOR INTERCITY RAIL PASSENGER MANAGEMENT AND DEVELOPMENT COMMISSION AND SUPPORTING THE _ 4 IMPROVEMENT OF CERTAIN AMTRAK INTERCITY PASSENGeR TRAIN SERVICES IN SOUTHERN CALIFORNIA ACROSS THE 5 SOUTHWEST CORRIDOR. 6 WHEREAS, there is at present no standing commission or 7 similar institution established bylaw for purposes of railroad 8 intercity passenger train planning, management and operation in 9 Southern California; and 10 WHEREAS, it is in the public interest and necessity to 11 establish, maintain, improve or increase AMTRAK intercity 12 passenger train services in Southern California between San o a 13 Diego, Los Angeles, and Santa Barbara immediately; and 07 z o W 14 WHEREAS, present AMTRAK services and market utility o�Q° LL 2 U 15 between San Diego and Los Angeles can be significantly improved $ 16 O M m and rendered more cost effective by linking and extending those >Krcc U 17 services north of Los Angeles to Santa Barbara at little capital g } F- U 18 cost; and 191 WHEREAS, present AMTRAK services between San Diego and 20 Los Angeles can be immediately improved by: 21 a. The addition of one round-trip each day, bringing 22 to eight the number of such round -trips. 23 b. The reduction in running time for all trains 24 between San Diego and Los Angeles to a freeway competitive two 25 hours and thirty minutes. 26 c. The arrival in San Diego of an early morning train 27 at not later than 8:30 a.m.; and 28 1 2 3 4 51 6 7 8 9 101 11 12 0 a 1 m co3 o Z W _ 0 m�a� 15 Z}W° 16 z o Q U ¢ N 0 r co m Z >Q Q 17 r U 18 19 20 21 22 23 24 25 26 27 WHEREAS, establishment of intercity -services between Santa Barbara and San Diego can be accomplished as extensions of the present "San Diegans"; and WHEREAS, the public investment in intercity railroad ,)assenger improvements in Southern California has included construction of new platforms and parking facilities between Los Angeles and Oxnard, presently unused; the refurbishment and expansion of stations and improvements to parking facilities in Fullerton, San Juan Capistrano and San Diego; the construction of a new station at Anaheim; the reconstruction of passenger train facilities at Santa Ana and Oceanside; the reconstruction of some tracks and signals; the completion of eight and current construction of a ninth major grade separation project between Fullerton and Los Angeles; the funding and engineering of a major freight yard relocation at Oceanside with associated significant intercity passenger train benefits; and WHEREAS, with selected additional work at modest public cost, future operation of two hour ten minute schedules, making all present stops including the scheduled new stop at Irvine, achieveable between Los Angeles and San Diego; and WHEREAS, the public interest and necessity is served by the development of services already existing, making better use of the present AMTRAK infrastructure without the necessity of establishing additional local or state offices to run passenger trains; and WHEREAS, at no cost to AMTRAK but directly benefiting AMTRAK services, several planned or operational transit rail 2. 3 projects in Southern California have or will -contribute 1 significantly to the use of intercity trains in Southern 2 California; and 3 WHEREAS, it is in the interest of the public to see 4 intercity passenger train services operate with maximum 5 efficiency and revenue productivity, generating all or nearly 6 all operating costs from farebox revenues through better use of 7 equipment, better market penetrability and expanded destination 8 points all of which contribute significantly to minimizing 9 ' costs; and 10 WHEREAS, the growth of traffic on freeways continues 11 and new and improved ways to better utilize the automobile are 12 m needed, supporting modest supplementary development of AMTRAK co 13 o14 services; and m° a o WHEREAS, such improvements as called for above have, to 16 �' date, not been for from AMTRAK leadership on its own, WZg4 16 . Q NOW, THEREFORE, BE IT RESOLVED by the City Council of 17 a a the City of Carlsbad as follows: U 18 1. That the above recitations are true and correct. 19 2. Cooperate in good faith and -formally establish the Southwest Coast Corridor and the Southwest Coast Corridor Intercity Rail Passenger Management and Development Commission in the interest of the public convenience and necessity, commencing at once planning, development and operations that will assure functional levels of rail passenger transportation in Southern California; and B. Cooperate in the development and exploitation of the present common carrier railroad infrastructure for such intercity passenger rail transportation and with minimum disruption to the local communities served or passed through; and C. Cooperate to ensure that an eighth round trip between Los Angeles and San Diego be established effective not later than April 1985, incorporating an not -latex -than 8:30 a.m. first arrival of train service in the City of San Diego; and D. Cooperate to establish not -later -than April 1985, an initial three round trips daily between Santa Barbara and San. Diego, assuring that travel across the Southwest Coast Corridor can be accomplished efficiently; and 3. The United States Congress is hereby requested to direct and demand that AMTRAK cooperate in good faith with state and local authorities in the establishment and implementation of the Southwest Coast Corridor. 4. The improvements requested for April 1985 be considered as a minimum improvement, establishing the basis for 4.
