RECOMMENDED ACTION:
The City Council by motion join in the effort to secure the
repeal of AB 3647 and authorizing the Mayor to communicate the
City's position on the matter to our representatives in
Sacramento.
ITEM EXPLANATION
Since American High Speed Rail Corporation has "suspended" its
activities on the Bullet Train it is appropriate that the
Legislature repeal AB 3647 which provided limited CEQA exception
for that project.
Council Member Kulchin, the City`s representative on the Bullet
Train Committee, asked that the City Council join the other
effected cities in working for the repeal of AB 3647. Attached is
a letter reflecting the position of the City of Del Mar on the
matter. It is recommended that the City Council adopt this policy
and authorize the Mayor to communicate it to our representatives
in Sacramento.
In conjunction with that effort the Committee is also taking
steps to work toward realistic, economic and environmentally
sound transit programs for the area.

RE: "Bullet Train"

Dear Assemblywoman Mojonnier:
As you might imagine, the word that American High Speed Rail
Corporation was "suspending" its activities on the "Bullet Train"
were well received by the residents of the City of Del Mar. On
behalf of the Del Mar residents and the City Council, I would
like to thank you for your efforts over the past two years and
ask for your continued support of efforts to achieve passenger
rail or other mass transit that will meet the needs and be
compatible with the environment of the North San Diego County.
The City Council of the City of Del Mar has committed itself to
work for the repeal of AB 3647 as it is now written and for the
development of a passenger rail or other transit scheme that will
serve the residents of San Diego County. An effort is under way
to identify actions that can be taken to enhance Amtrak services.
The San Diego Association of Governments will shortly begin work
expanding its planning effort in the area of meeting the transit
needs of San Diego County.
The -City of Del Mar will be participating in all these efforts
and urges you to join in not only the repeal of AB 3647, but the
promotion of realistic, economic, and environmental transit
oroarams for our area.
