REQUEST FOR FUNDS TO STUDY
CITY HALL EXPANSION
RECOMMENDED ACTION:
Direct staff to include an appropriation of $50,000
in the CIP for a study of City Hall expansion.
ITEM EXPLANATION;
Additional space is needed to house city hall and library
operations. Interim space needs are being met through the
use of modular offices and leased space.
Nonetheless, office space remains inadequate and overcrowded.
The situation will continue to grow worse as city hall
staff increases in numbers.
The City Council approved a building program in 1979. The
first element of that program is being implemented with the
construction of the Public Safety Center. The next phase of
the program approved by the Council involves expansion of
city hall (construction of community development building
or expanding existing buildings).
In order to implement the next phase, the city should engage,
the services of an architect to develop a conceptual building
program to provide additional space for city hall offices
and the main library. There are a number of options that
should be evaluated. It is recommended that $50,000 be
allocated to hire an architect, and conduct other studies
and land appraisals as necessary.
FISCAL IMPACT:
No funds are currently appropriated for this study. An
appropriation from the contingency account could be made,
or this study could be included in the CIP.

CITY HALL EXPANSION
In 1978 a consultant, SUA Inc., prepared an analysis of the
city's space needs. The report analyzed the space needs of all
city departments except for fire and library. The study deter-
mined the space needs for city departments at the time of the
study and to house city departments to serve a population of
45,000, CO,000 and 100,000.
In 1979 a plan was proposed to the City Council to house city
departments. The recommended building program grouped city
services into three facilities (see Exhibit A):
1. A law enforcement and maintenance center to be located
in a new facility to be constructed in the vicinity of
El Camino Real and Palomar Airport Road.
2. A community development group to be housed in a new
facility (located on present site of the Parks and
Recreation Department or on land to be purchased
east of the library).
3. The administrative and general government group
would utilize the existing city hall and police
facility.
The first item in the plan is being implemented by the
construction of the Public Safety and Service Center.
The second item in the plan has not been implemented and modular
buildings have been used as an interim solution. The 1979 plan
called for the construction of a separate community development
building in one of two locations. In 1980 another alternative
(see Exhibit C) was presented that would provide additional
space by expanding to the west of the existing police and
engineering departments.
The third item in the plan assumed that once items 1 and 2 were
completed the existing city hall would be remodeled and reused
by the administration and general government group.

A new element to be considered is the recommendation of the
Library Director to expand the main library by an additional
20-25,000 sq. ft. (see Exhibit B). The feasibility of expanding
the library and city hall into the space between the existing
buildings has been suggested as another alternative that needs
to be evaluated".
Assuming that any facilities would be constructed to serve the
needs of a population of 100,000, the following estimated
additional space would be required:
Community Development Group 14,000 sq. ft.
Main Library Expansion 20-25,000 sq. ft.
These figures are estimates of the amount of additional permanent
facilities to be constructed and that the existing permanent
city hall buildings would be remodeled. The temporary modular
offices would be removed.
The city is faced with a number of viable options in meeting the
space needs of departments. It is recommended that the city retain
an architect to review the space needs of the city at a population
of 100,000, evaluate the alternatives developed to date, and
recommend a conceptual building program based on reuse of existing
city hall buildings and availability of additional nearby property.
The architect would be directed to evaluate the following:
1. Review the space needs projected by the SUA report to
serve a population of 100,000 for the community
development and administrative-general government
groups.
2. Alternatives for providing additional space:
(see Exhibit D)
a. A separate building to house the community
development group on land east of the library or
at the site of the present Parks & Recreation
office.
b. Proposed addition to be built west of the existing
police department.
c. Proposed addition to be built between the library
and city hall to provide space for expansion of
city hall and the library.
d. Expansion of the library to the east of the
existing library.
e. Determine the most cost effective method to provide
additional parking for existing and expanded facilities,
