City Council adopt Resolution No. 78f 6 , adopting the classification changes
proposed.
ITEM EXPLANATION
William Hamilton and Associates has completed a Clerical Position Classification
Study for the City.
determine whether individual positions were properly allocated to current
classifications ; and to make recommendations for change where appropriate.
The study objectives were to validate existing classes;
The study results and recommendations have been reviewed with clerical employees
involved. A copy of the study has been reviewed by the Carlsbad City Employees'
Association.
The study recommends the following changes which are concurred in by the City
and herein recommended for consideration by the City Council. Additional
changes may be recommended at a later date.
1. Create the classification of Minutes Clerk at Range 25 and appoint the
incumbent.
2. Change duties of Clerk Typist I and I1 to better describe library duties and
change qualifications to provide option for typing speed.
3. As Steno Clerk positions are left vacant, fill them with Clerk Typists and
eliminate Steno Clerk class.
FISCAL IMPACT
Approximately $3,000 added annual salary and benefit costs for Minutes Clerk posit ion.

RESOLUTION NO. 7896
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLMAD, CALIFORNIA, AMENDING
THE CLASSIFICATION AND SALARY PLANS OF THE CITY TO INCLUDE VARIOUS CHANGES.
WHEREAS, the City Manager recmnends and the City Council concurs that the
following changes shall be included in the City classification and salary
plans.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to make
the following changes to the City classification and salary plans.
a. Add the classification of Minutes Clerk as described in Attachmen
A, at Salary Range 25 as described in Attachment 8, attached hereto and made a
part thereof and appoint the incumbent performing that function to that
position.
b. Incorporate changes in the duties of Clerk Typist I and I1 as
described in Attachment C, attached and made a part thereof.
C. Combine the classifications Steno Clerk I and I1 with Clerk Typis
I and I1 at such time in the future when through attrition of incunbents no
Steno Clerk positions exist in the City.

DEFINITION
MINUTES CLERK
Under general superv isions, to attend City Council, Planning Commission, and other City board, commission and committee meetings - to transcribe proceedings, edit the transcribed material appropriate, and produce finished minutes for
distribution.
DISTINGUISHING CHARACTERISTICS
This class requires a high degree of skill in transcribing proceedings, and in editing and condensing transcribed material to produce finished minutes. This position is distinguished from other clerical classes by virtue of the requirement for outstanding stenographic skills as well as skills in editing transcribed material.
EXAMPLES OF DUTIES
Attends City Council ; Planning Commission; Housing and Redevelopment Advisory
Committee; Library Board; Traf Pic Safety Commission; Parks and Recreation
Commission; Design Review Board; Commission and committee meetings.
Takes minutes at above referenced meetings using machine shorthand or
equi vale nt .
Tape records proceedings of Planning Commission and Design Review Board meetings.
Operates typewriter or word processor to transcribe recorded material.
Edits and condenses recorded material to produce finished material.
Distributes minutes to board and commission members and others.
Makes corrections to minutes when so indicated by board and commission members.
Reviews accuracy of final copy.
QUALIFICATIONS
Knowledae of:
Correct English usage, spelling and punctuation.
Board and commission proceedings and procedures.
Modern office practices, various report and correspondence formats, and business office methods and equipment.

DISTINGUISHING CHARACTERISTICS
Clerk Typist I: This is the entrance level for clerical employees who are required to have typing skills but no previous clerical experience. Gnployees in this class normally work under continuous supervision performing a group of repetitive or closely related duties according to established procedures. Generally work is observed and reviewed both during its performance and upon completion, and changes in procedure or exceptions to rules are explained as
they arise.
As assigned responsibility and breadth of knowledge increase through successful
job performance, skill development, and experience incumbents may reasonably expect their positions to be reassigned to the next higher class of Clerk Typist 11. Under this training concept, positions assigned to the class of Clerk Typist I1 which become vacant may reasonably be filled at the Clerk Typist I level .
Clerk Typists I are normally considered to be on a training status.
Clerk Typist 11: Positions in this class are normally filled by advancement
from the lower grade of Clerk Typist I, or, when filled from the outside,
require prior clerical experience. A Clerk Typist I1 works under general
supervision, and is expected to perform a wide variety of typing, technical and general clerical duties requiring only occasional instruction or assistance. Adequate performance at this level requires the knowledge of departmental
procedures and the ability to choose among a limited number of alternatives in solving routine problems and setting priorities. work productively even in the absence of supervision. Employees in this class
may often have contact with the public, answering a variety of procedural questions or giving out information from established records. reviewed upon completion and for overall results.

Prepare simple statistical reports.
