RECOMMENDED ACTION:
Direct Planning Staff to study and prepare reports bsed an the recarmendations
of the Planning Cdssion.
The Planning Cdssion has recarmended fhat the City Council direct staff to
study and prepare reports on three items fich are as follm:
1) On October 10, 1984, the cannission voted 4-2 to recormEend that the Council
direct staff to develop standards fbr requiring outdoor, qloyee lunch
areas in the appropriate industrial and onmercial mnes.
2) On December 12, 1984, the carmission voted 7-0 to reamend that the Council
have staff study special developnent standards that could be applied to grading in hillside areas.
3) On February 14, 1985, the Carmission voted 4-2 to recamend that the Council direct staff to review parking requirements for R-3 and higher mnes with the intent of increasing resident and possibly visitor parking in areas of
the city with streets that do not meet current design standards. Areas of
specific concern are the beadh area, the older areas of south and north Carlsbad and the Bristol Cove area. A report should also acconpany future applications for all projects vhich addresses the cumulative effect on the circulation system.
If the City Council agrees that these items should be studied, staff muld recamend bsed m current staffing levels and present mrk load that Item No.
1 move forward at this time ht that scheduling of a mrk program for Item Nos.
2 and 3 be addressed after the citizens amnittee for review of the Land Use
Element ccpnpletes its mrk. Staff recognizes the importance of these Planning
Cdssion mmmnemhtions ht Items 2 and 3 will require a substantial ammt
of staff t5-e which is not available at this time.

FISCAL IMPACT
Cost of staff time - unable to determine until the items are considered in mre
detail. Staff time involved for Item Nos. 2 and 3 could be substantial.
