CM OF FEDERAL REVENUE SHARING RECOMMENDED ACTION: Adopt Resolution No. 792) urging that Federal Revenue Sharing be continued through 1986. ITEM EXPLANATION: The County Board of Supervisors has adopted an resolution urging the Federal Government to fund the revenue sharing program through September 30, 1986. This is one year earlier than the existing authorization for the program, which expires on that date in 1986. The Board of Supervisors is sympathetic to the need to reduce the over- whelming federal deficit. In that regard, we recognize our obligation to share in the revenue reductions which will be necessary if the deficit is to be cut. Not withstanding that, we feel that General Revenue Sharing-- because of the flexibility in expenditures which are permitted under the program, and because of the absence of bureaucratic red tape which character izes so many other federal programs--should be retained. Sharing has been one of the most efficient federal aid programs. it is so responsible to local needs and priorities, it has also been one of the most effective. The board of Supervisors, upon my reccamnendation, recently adopted a resolut calling for the continuation of Gemeral Revenue Sharing, and urging the Congress to extend the authorization for the program during this first year of th 99th Congress so that local govemnts will be able to factor this revenue source into future budget projections. A copy of the Board's resolution is attached. Supervisors, I urge you and your colleagues to adopt a similar resolution, and to forward that resolution to the White House and to your representative in Washington. If I may be of any assistance in this matter, please do not hesitate to contact me. General Revenue Because On behalf of the Board of PAUL ECKERT Fifth District Supervisor Attachment VISTA OFFICE 325 SO MELROSE DRIVE CA 92083 TELEPHONE 758 6626 0 WEDNESDAY, FEBRUARY 6, 1985 0 c" .- No, 4 RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO URGING PROMPT REAUTHORIZATION OF GENERAL REVENUE SHARING ON MOTION OF Supervisor Bilbray , seconded by Supervisor Gelding the following resolution is adopted; WHEREAS, general revenue sharing provides to local government critica needed financial resources with which to address locally determined needs ar priori ties: and WHEREAS, general revenue sharing, because of its simp1 icity of admini tion and lack of federal restrictions, is the most efficient form of federal financial assistance to local government; and WHEREAS, local government, over the years, has become increasingly dependent upon general revenue sharing as a reliable source of financial assistance; and WHEREAS, many local governments operate on a budget cycle which begin in July and runs through June; and WHEREAS, Such local governments are currently in the process of developing their budgets for the fiscal year 1985-86; and WHEREAS, the ability to accurately project anticipated revenues is essential to the ability of local government to construct reliable budgets f the coming fiscal year; and WHEREAS, the inability to so project anticipated revenues threatens t severely disrupt budget preparation activities, and generate a considerable apprehension on the part of citizens who might be affected by the inavailabi of general revenue sharing during the coming fiscal year as a result of the program dislocations which would be occasioned by the absence of this revenu source; and <. a 0 e WHEREAS, the current general revenue sharing authorization expires on September 30, 1986; and WHEREAS, should the Congress wait until the second year of its 99th session, local governments will not have the advance knowledge necessary to properly plan around this major funding issue; NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the Cou of San Diego, State of California, that the Congress of the United States is urged to act swiftly to reauthorize general revenue sharing; and BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the representatives of San Diego County in the United States Senate and the House of Representatives.
