RECOMMENDED ACTION:

PROPOSED ARTS ELEMENT TO THE
Review and discuss the proposed Arts Element of the
General Plan for possible adoption by the City Council.
ITEM EXPLANATION:
The Ad Hoc Committee for the Arts has met regularly since
January to formulate guidelines for the City Council and
a permanent City Arts Commission which will be appointed
later.
During discussions, the Committee determined it advantageou:
to propose an Arts Element to the General Plan. This elemel
would present goals and policies and show the dedication of
the city to further arts within the community.
The Ad Hoc Committee submits this proposed element to the
City Council for discussion and possible adoption. Other
recommendations will be presented at future meetings.

ARTS ELEMENT
The Arts Element of the General Plan recognizes that the
arts are a part of the cultural and aesthetic environment
and that the City of Carlsbad shall create a climate which encourages artistic development.
GOAL :
To facilitate opportunities for the active participation
of all citizens in developing their creative skills and
appreciation for the arts.
Objective No. 1: To cooperate with and coordinate
efforts between local organizations
and public educational institutions
in providing a range of experiences
essential to a well-rounded cultural
environment.
Policies:
1. Encourage individuals and organizations that
provide an educational experience in the arts
for the citizens.
2. Provide direction and support for continued
development and presentation of a variety of
arts in the city.
3. Generate a wide range of programs that develop
the skills of the participants at all levels
of creative expression.
GOAL :
To provide opportunities for the artistic and cultural
development of its citizens.
Objective No. 1: To develop and maintain an environment
that encourages diverse program
activity in the arts.
Policies:
1. Provide through an Advisory Arts Commission
a forum for arts concerns and recommendations
to the elected officials and their staff
concerning arts issues.
2. Develop the concept of contracting for cultural
services with local arts organizations and
individual artists.

3. Encourage citizens to take advantage of the
arts programming offered by agencies and
institutions in the community.
4. Provide financial assistance whenever feasible
to groups or individuals who provide public
arts programming to the citizens.
Help prornote school and community cooperation
in the programming of artistic and cultural
events and opportunities.
Recognize and assist those who have specialized
knowledge and skills in the arts.

Objective No. 2: To develop and expand city facilities
better to meet the needs of the
organizations that provide arts
services through the use of city
facilities.
Policies:
1. Develop cooperative arrangements between the
city and other agencies - local, state, and
federal - to provide needed arts facilities for the city.
Encourage the planning and development of new
or augmented arts facilities as may be needed.

encouraging and providing works
of art in public places.
Policies:
1. Provide for the selection, installation and
maintenance of works of art within public
facilities.
Encourage private businesses to display works
of art in their public places.
Seek private funding in all areasofthe arts.
Promote cooperative arrangements between the
city and other agencies - local, state, and
federal - to provide works of fine art for display in public places.
