ITEM EXPLANATION:
At their meeting on October 15, 1984, the City Council directed staff to (

The firm of Dodd, Graves and Associates Inc. was contracted by the City to
appraise the value of the subject property. Based on their analysis, the
.045 acre lot has a value of $87,500 to $91,000. Staff contacted Con Am ar

PARKS AND RECREATION COMMISSION:
At their meeting on September 18, 1984, the Parks and Recreation Commissioi
recommended the sale of the easement rights of Lot 290 for a minimum of
$85,000 to be negotiated by the City.
FISCAL IMPACT:
Funds in the amount of $87,500 from the sale of Lot 290 will be deposited 1

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE SALE OF THE EASEMENT OF LOT 290
IN SEA POINTE VILLAGE FOR $87,500 TO CON AM AND AUTHORIZING THE CITY COUNCIL TO APPROVE THE SALE
The City Council of the City of Carlsbad, California, does hereby
resolves as follows:
1. That the City of Carlsbad hereby agrees to sell the easeme
of Lot 290 in the Sea Pointe Development (Parcel #223-190-01) to Con
Am for $87,500.
2. That in exchange for payment the City will quit -claim the
property to Con Am. The deed will be recorded in receipt of payment.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
Council of the City of Carlsbad, California, held on the 19th
day of March y 1985, by the following vote, to wit:

ITEM EXPLANATION
Lot 290 is a parcel of property owned by the Daon Corporation with an ope space easement that was dedicated to the City in 1973. This easement was given to the City as a condition of CT72-20 which is now known as Sea Poi Vi1 lage.
The original intent of acquiring Lot 290 was to provide public parking access to San Varcos Creek Canyon open space. Because of liabilities iss and the fact that the city does not plan to construct any public trails throughout the canyon, Lot 290 is 'no longer needed. It does not fit into the plans of the revised Parks and Recreation Element.

RE: Appraisal - Lot No. 290 Sea Pointe Village
Dear Ms. Backland-Payne:
As requested, we submit herewith a brief narrative appraisal report and opinion of value for certain real property located
in the La Costa area of south Carlsbad, California. Subject
property consists of 0.45 acres of unimproved? residentially
zoned land located at the northwesterly corner of the inter- section of Piragua Street and Cadencia Street.
The purpose of this study has been to assist us in forming ar
opinion as tothe fair marketvalue for subject property? as of
November 29, 1984. Subject property was field inspected by
your appraisers on November 29, 1984. Subsequently, we have performed an investigation and analysis of properties posses-
we have formulated two opinions of value for subject, both of
