RECOMMENDED ACTIOW:
Adopt Resolution No. 77,q authorizing changes to the classifica-
tion and salary plan in Library Department reorganization.
ITEM EXPLANATION:
City staff and the Personnel Director have reviewed the organization
of the Library Department and recommend the following changes:
1. It is recommended the council adopt a classification descrip-
tion for the position of Graphic Artist at Salary Range 28.
The city classification plan contains a classification for
Graphics Technician which is considered significantly different
from that of Graphic Artist. A Graphics Technician is involved
in preparing planning maps, charts and visual aids. The posi-
tion of Graphic Artist will be involved in the fine arts and in
graphic presentations and displays used in the library and in
other city departments. It is felt there is significant,,
difference in the positions to create a new classification'.
Both classifications would be at the same salary range.
2. It is recommended that the current classification for Audio
Visual Specialist be modified to reflect the different assign-
ments currently handled by the Audio Visual Specialist. A copy
of the proposed classification with changes is attached.
3. it is recommended that the present position in the Audio
Visual Division for a Library Assistant I be changed and
budgeted for a Librarian III. This Librarian III would assume
the supervision of the Audio Visual Division.
4. It is recommended that the position of Clerk Typist I currently
budgeted for the branch be upgraded to the position of Library
Assistant I. If the change is approved, recruitingvf6r=
Library Assistant will proceed.
5. It is recommended that the position of Library Clerk II,
Circulation Services, be upgraded to the position of Library
Assistant II, Head of Circulation Services. The incumbent has
held this position on an acting basis for over a year.

FISCAL IMPACT:
There will be negligible impact on the 1984-85 budget. Salary
and benefit increases total approximately $13,000. The 1985-86
budget has been submitted anticipating the recommended changes.

Recommendation
Approve library staff reorganization, involving
the establishment of a Graphic Artist position;
job description changes and/or position upgrades
for the following:
1. Audio Visual Specialist.
2. Librarian III, Head of Audio Visual Services.
3. Library Assistant I, La Costa Branch Library.
4. Library Assistant II, Head of Circulation
Services.
Analysis/Discussion
1. Graphic Artist: This has been a part-time
position for several years. In the 1984-85
budget a three-quarter- time position was budgeted
but has not been filled because an officially
adopted job classification does not exist.
The demands on the part-time incumbent have
increased enormously. This position, like
the Audio Visual Specialist, has been providing
graphic arts services to many city departments
in addition to the library. City department
demands require this to be a full-time position.
2. Audio Visual Specialist:
The job description for this position has
been .revised to more accurately reflect the
dutiFs performed. Over the past two years,
the Audio Visual Specialist has been increasingly
involved in creating slide programs, television
productions and providing photographic services
for many city departments. These activities
have reached a level that requires the Lull
time involvement of the Audio Visual Specialist.

3. Librarian III: The administration of the
Audio Visual Services Division of the library
will, be assumed by a Librarian III. This
position will be created by upgrading the
currently vacant Library Assistant I position
in that division. A Librarian III is recom-
mended for this position because the Audio
Visual Services Division is equal to other
library divisions which are headed by Librarian
IIIs. The responsibility and demands upon
the Audio Visual Services Division require
the experience and expertise of a Librarian
III.
4. Library Assistant I, Branch Library: This
currently vacant position is classified as
a Clerk Typist I and was created to serve
the needs of the library's bookmobile service.
With the establishment of the branch library
the duties of this position haves changed signifi-
cantly and are performed at a higher level
than called for in the clerk -typist series.
Therefore, the recommendation is to upgrade
to a Library Assistant I.
5. Library Assistant II -- Head of Circulation
Services: In January of 1984 the Assistant
Library Director retired. That position had
been responsible for Circulation Services.
Subsequently, the Assistant Director's responsi-
bilities were changed and responsibility for
Circulation Services was assigned to a Library
Clerk II, who has had that responsibility
for over a year as an Acting Library Assistant
II. This Library Clerk II position should
be upgraded to a Library Assistant II.
Fiscal Impact
There will be negligible impact on the 1984-85
budget. Salary and benefit increases total approxi-
mately $13,000.00. The 1985-86 budget has been
submitted anticipating the recommended changes.
Alternatives
The only alternative available is to not make
th*ro 7nded changes. This is not acceptable.

RESOLUTION NO. 7944
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING
THE CLASSIFICATION AND SALARY PLAN OF
THE CITY TO INCLUDE THE CLASSIFICATION
OF GRAPHIC ARTIST AND CHANGE THE
CLASSIFICATION OF AUDIO VISUAL SPECIALIST.
WHEREAS, the City Manager recommends and the City Council
concurs that the classification of Graphic Artist be included in
the city's classification and salary plan and the classification
of Audio visual Specialist should be changed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
Manager to add the classification of Graphic Artist as described
in Attachment A, attached hereto and made a part thereof.
3. City Council authorizes and directs the City Manager to
change the classification of Audio Visual Specialist as described
in Attachment B, attached hereto and made a part thereof.
4. 'That the City Council authorizes and directs the City
Manager to add the title of Graphic Artist to the appropriate
city salary plan as shown on Attachment C, attached hereto and
made a part thereof.

GRAPHIC ARTIST
DEFINITION
Under general supervision to create, design, and produce varied
graphic art projects; and to do related work as assigned.
EXW.,WLES OF DUTIES
Prepare layouts for publications, brochures, posters, projected
k visual aids, displays, and other projects.

Prepare two and three dimensional exhibits and displays.
Prepare a variety of display and visual aid materials such as•
signs, posters, charts, and graphs.
Prepare other related graphic art as assigned.
Prepare and paint mural -size backgrounds or illustrations, props,
and other itens for displays, films, slide shows and live programs
produced by library staff.
Designs, illustrates and prints library calendars, newsletters, -
brochures, booklists and other publications used to promote library
programs and collections.
QUALIFICATIONS
Knowledge of: ;
A variety of printing and graphic techniques, materials,
designs, and processes.
Composition and production techniques.
Children's and adults' literature, authors, and
illustrators; and ability to interpret literary and
other ideas in picture form.
Ability to:
Prepare displays, exhibits, charts, graphs, other public
representations.
Draw free hand art work.
Produce quality layouts in various styles and media.
Understand and carry out oral and written directions.
Establish and mais,tain cooperative relationships with
those contacted in the course of work.
Graphic Artist (cont.)
To write correct copy, and to use a typewriter with
accuracy and moderate speed.
Must have ability to use an offset press and related
printing machinery.
Experience and Education
Any combination equivalent to experience and education that
could likely provide the required knowledge and abilities
would be qualifying. A typical way to obtain the knowledge
and abilities would be:
Experience
Two years of diversified graphic, commercial, or
fine arts experience including the preparation and
production of graphic arts presentations, or
Education
Completion of an associate of arts degree or certificate
program in commercial, graphic, or fine arts, or a '7
closely related field.

AUDIO VISUAL SPECIALIST
DEFINITION
Under general supervision provides still, motion picture, and video
photography on informational, technical, scientific, and historical
topics for all city departments. Performs as a specialist in
development and production of still, multi -image motion picture,
video, and audio information programs.
EXAMPLES OF DUTIES
Exercises initiative, imagination, and visual creativity in trans-
lating information into visual formats, audio supported as
appropriate.
Photographs events for technical, historical, or newsworthy
significance as assigned.
Conveys information of city activities using various media to the
local community, county, state, or federal officials.
Acts as director, cinematographer, still photographer, makeup
person, lighting director, sound recordist, editor, graphic arts
director, negative cutber, multi -image programmer, photographic
processor, and printing technician.
F QUALIICATIONS I

Knowledge of:

Methods, techniques, and procedures for developing and
utilizing audio-visual equipment and resources.
Basic functions and organization of a public library.
Ability to:
Operate 16 mm and Super 8 mm motion picture equipment, single
system or double system sound systems, still and motion
picture projectors, 35 mm and 2 1/4 still cameras, special
lens and accessories, lighting equipment; tungsten or
electronics, film emulsions and their properties, subtractive
and additive color processes.
Process black and white and color materials, edit film using
A + B or checkerboard method, edit sound track, EFX track to
lab specs and ready films for composite printing.
Education and Experience
Any combination equivalent to experience and education that
would likely provide the required knowledge and abilities.
