ITEM EXPLANATION: There is inadequate off-street parking to serve city hall and the library. The problem is becoming more acute as development activity has increased and more customers are coming to city hall for development permits. Additional city staff has been added and more vehicles added to the city fleet. Library usage is up substantially and adaitional parking is required to meet the needs of library users. The Capital Improvement budget includes $50,000 for the expansion of the existing library parking lot to the east. The Library Director and City Engineer have reservations about such an expansion, dwto design and ingress and egress problems ,off Elm Avenue. As an alternative the staff is recommending that a parking The agreement with neighborhood property owners allows the soutnern half of the city owned property on Laguna Drive. city to construct such a lot. The estimated cost of the project would be $113,000. The Library Director and Police Chief concur in this recommendation. City hall and library staff would be cirected to park in this lot, freeing up additional public parking in the west city hall parking lot and the existing library lot. The final plan and design of the parking lot will be prepared with input from the neighbors and will require a CUP. FISCAL IMPACT: The estimated construction cost for the parking lot is .:parking lot. An additional appropriation of $65,000 from $113,000. $50,000 is available in the CIP for the library '' the general capital construction reserve would be required. N-18151 This is an agreement between Citizens Opposed to Abuses in City Hall, a nonprofit, unincorporated association and Jess Alvarez, an individual ("Citizens") and the City of Carlsbad to settle the above-referenced action. Citizens.wil1 dismiss the action with prejudice and take any other steps necessary to finally terminate this litigation. The City Council will rescind Resolution No. 6658, which approved CUP-198 for the parking facility on Laguna Drive. If the City decides at any time in the future that a parking lot on the subject property is necessary, the City staff will prepare a plan for a lot not to exceed sixty-three spaces on a portion of the property as shown on the attached map marked "Alternative Proposal: This plan will be pepared with the input of Citizens .and will be submitted fo the City for approval at a new public hearing on a new conditional use permit for the, parking lot .' , .The.City of Carlsbad confirms its present intention that if a parking lot is constructed on the property, the conditional use permit for that lot would include a condition ineicating the City Council's intention to remove the lot five years after it is finished. ,. Follojring are the principle reasons why we feel this parking lot destroy our neighborhood. A parking lot in a R-1 residential neighbcrhood will detract from the desirability of the surrounding property and will take away from the present value of OUK homes. We have nine homes with children on Stratford Lane and a parking lot would be an attractive nuisance to our children. Indications are that the city already owns comercial property next to L>- fire station that would be adequate for parking without having to encrdch 011 a residential area. We, as a ne'ighborhood, have not Seen notified as to any zone change or ne,w,conditional use permit. Why have we not been notified? Why incure the expense of a parking lot in a R-1 residential zone when the completion of the new Safety Center should alleviate pafking problem? Parks and Recreat,ion's old.home office could be torn down and be.. a perfect area for additional parking. the would w t i !
