U&M ON COMMUNITY ACCESS CABLE CITY IUICR, RECOMMENDED ACTION: Review and discuss the desirability of cable casting the City Council meetings and provide staff with guidelines to proceed. ITEM EXPLANATION: It has been recommended that the City Council meetings be cable cast on the day following its meetings. S'.aff has provided a memo, attached, outlining the proposed program. Counc.j,. has not discussed or provided any direction to staff on the matter and it might be appropriate to discuss at this time. FISCAL IMPACT: Cable casting all City Council meetings, including workshops, will cost abort $10,700 per year. Franchise Fees (3% of gross) of about $85,000 are received by the General Fund each year and can be utilized for this purpose. EXHIBITS: 1. EXHIBIT # 1 March 18, 1985 TO: CITY MANAGER FROM: Director, Utilities & Maintenance TELEVISING CITY COUNCIL MEETINGS ON CABLE The cable franchise with Carlsbad Cablevision and La Costa Cable TV requires the provision of a governmental cable channel. Currently, only one channel (30 for Cablevision and Q for La Costa) is used for public access, however, the governmental and educational channels are available but not utilized. The City may use the governmental channel at no cost but would be required to fund any production costs. The Public Access Coordinator for Carlsbad Cablevision has suggested that the Council may wish to have the meetings taped and shown the following evening over the Community access Channel. The cities of Oceanside, San Diego and Chula Vista and the County of San Diego all provide either complete or edited coverage of their meetings over their respective cable systems. A typical annual budget for this effort might be as shown below: Regular Meetings - 3 hours x 24 meetings/year x $72 per hour production cost = $5,184 Workshops - 2 hours x 24 meetings/year x $72 per hour production cost = $3,456 Editing (logging, information scrolls, date blocks, etc.) 1 hour/meeting x 48 meetings x $30 per hour = $1,440 Blank Tapes (will be recycled after one month) 25 tapes x $25 per tape = $ 625 $10,705 The City currently has a 3% franchise fee on gross receipts of both Carlsbad Cablevision and La Costa Cable TV. This generates about $85,000 per year and is returned to the general fund to offset expenses of .2. City Manager March 18, 1985 Page 2 administering the franchises and providing administrative support to the Cable TV Foundation. It is recommended that Council consider televising its meetings on the local cable television channels. Mr. Lucas, the public access coordinator, and I can be available for Council discussion.
