RECOMMENDED ACTION:
Adopt Resolution *7 94^,P" formally requesting Caltrans to under-
take a "Project Study Report".
ITEM EXPLANATION
The City has received eleven letters from major nearby property
owners who support the concept of a freeway interchange on State
Highway 78 between El Camino Real and College Boulevard.
The interchange and its Rancho del Oro connection from the south
is in the City of Carlsbad's circulation element of the General
Plan.
Before the project can appear in any State Highway program or be
eligible for any funding, it must undergo a feasibility study and
"Project Study Report" by Caltrans. After that, the interchange
may become eligible for inclusion in the Statewide Transportation
Improvement Program (STIP).
The City of Oceanside adopted a resolution of support on February
27, 1985. A similar resolution from Carlsbad will clear the way
for Caltrans to undertake the feasibility study which will
require four to six months to complete.
FISCAL IMPACT
There is no cost to the cities or to property owners for Caltrans
to perform the study.
Ultimately, if the concept of an interchange is accepted, the
construction cost of several million dollars will require a
sharing formula between the State, cities and property owners.
It will be at least 12 to 18 months before that issue need be
faced.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD
REQUESTING CALTRANS TO ANALYZE THE FEASIBILITY, LOCATION
OF AND CONFIGURATION AN INTERCHANGE ON ROUTE 78 FREEWAY
AT RANCHO DEL PRO DRIVE.

WHEREAS, The City of Carlsbad has continued to see rapid5
private development within and adjacent to its jurisdictional6
boundaries that generates additional vehicular travel; and
WHEREAS, the traffic volume levels on the Route 78 free-8
way have steadily increased annually; and
WHEREAS, an additional interchange on Route 78 freeway
between El Camino Real and College Boulevard could relieve the
congestion levels in this corridor; and
WHEREAS, said interchange is a proposed facility on the

City of Carlsbad Circulation Element of the General Plan; and
WHEREAS, a study of the feasibility and type of geo-
metric configuration for said interchange must be conducted by
Caltrans; and
WHEREAS, Caltrans requires a formal resolution from the
City to undertake such a study:
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad that:
1 The City formally request Caltrans to study the
feasibility of a Route 78 freeway interchange be-
tween El Camino Real and College Boulevard at or
near the location commonly know as Rancho del Oro
Drive, and;
2. That Caltrans issue a "Project Study Report, and;

Subject: Proposed Interchange at Rancho Del Oro Drive
and State Route 78.
Dear Mr. Aleshire:
Our company is a property owner adjacent to the proposed
Rancho Del Oro Drive (see attached map) . We are in favor
of an interchange at Rancho Del Oro Drive and State Route
78 and support a resolution from the City Council requesting
that CalTrans begin proceedings to include the proposed
interchange in the Statewide Transportation Improvement
Program (STIP) .
We understand that this process includes an initial "Project
Study Report" to be completed by CalTrans Staff and subsequent
adoption of the interchange into the STIP by the California
Transportation Commission.
We urge your support in this request. It is our understanding
that on February 27, 1985 the City Council of the City of
Oceanside approved a Resolution requesting similar action.
