RECOMMENDED ACTION:
Adopt Resolution No. 79'n approving an agreement with Rick Engineering Company
to provide architectural/engineering services to develop a downtown improvement
program for installation of curbs, gutters and sidewalks.
ITEM EXPLANATION:
The Wildans Downtown Pedestrian Circulation Study was completed in February, 1984
and included recommendations for construction of curbs, gutters, sidewalks and
pedestrian signal amounting to over $1M. A review of the plan and recommendations
indicates many of the items can be deferred. It is proposed that approximately
$200,000 of projects should complete the area west of 1-5, east of Carlsbad Blvd.,
south of Buena Vista Lagoon and north of Tamarack Avenue during FY 1985-86.
On February 5, 1985, a loan of $50,000 was made from the General Fund to the
Carlsbad Redevelopment Agency for the design of the program.
A request for proposals to do the design and related work was distributed and
five excellent proposals, not to exceed $50,000, were received from:
Rick Engineering Company
Jaykim Engineers, Inc.
Manitou Engineering Company
Brian Smith Engineers, Inc.
Nasland Engineering
A review of the five proposals and an interview with each of the five submittees
resulted in a unanimous recommendation that Rick Engineering be selected to
accomplish the task.
FISCAL IMPACT:
$50,000 is allocated to the program from the Carlsbad Redevelopment Agency.

DOWNTOWN IMPROVEMENT PROGRAM
Interviews were held on Wednesday, March 6, 1985 with the five consultants
who submitted proposals in response to your Request for Proposal of
Janaury 25, 1985. Their proposals were reviewed prior to the interviews
and their verbal methodology for accomplishing the required tasks and
their qualifications were considered.
The recommended order of capabilities to accomplish the requested tasks
is as follows:

RESOLUTION NO. 7959
A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIA,
APPROVING AN AGREEMENT BETWEEN THE CITY OF CARLSBAD
AND RICK ENGINEERING COMPANY TO PROVIDE ARCHITECTURAL/
ENGINEERING SERVICE FOR THE DOWNTOWN IMPROVEMENT PROGRAM
WHEREAS, proposals have been received by the City of Carlsbad,
California, to provide architecturallengineering services for the Downtown
Improvement Program; and
WHEREAS, the Rick Engineering Company has been selected to
perform the services in an amount not to exceed $50,000; and
WHEREAS, sufficient funds are available in the Carlsbad Redev-
elopment Agency to cover service costs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Carlsbad as follows:
1. The above recitations are true and correct.
2. That an agreement between the City of Carlsbad and Rick
Engineering Company to provide architecturallengineering services for the
Downtown Improvement Program, a copy of which is on file in the City
Clerk's office, is hereby accepted.
3. That the Mayor of the City of Carlsbad is hereby authorized
and directed to execute said agreement for an on behalf of the City of
Carlsbad.
4. The fee, not to exceed $50,000 by Rick Engineering Company
for services, is hereby accepted.
