HDW CITY Am- RECOMMENDED ACTION: Adopt Resolution No. 77& 4 designating certain Central Business District streets and public parking lots to be posted for 2-hour time limit parking. Also, direct staff to negotiate purchase of property on east side of Roosevelt between Elm and Grand Avenues (parcels 203-304-02,03,04 and 05). ITEM EXPLANATION A parking survey of the downtown area conducted by staff in December and January documents the need for additional public parking in the Village Area. The survey justifies the addition of 80 to 100 new spaces in the Central Business District. To address this condition, staff is proposing a three step parking program as follows: 1- Removal of unnecessary green and red curb faces to create additional on-street parking (gain approximately 29 spaces). 2- A two-hour time limit for specific on-street and public parking lot areas (authorized by S10.40.125 of the Municipal code). 3- The purchase of land in the Village for an off-street parking lot (gain approximately 65 spaces). An enforcement program for the two-hour parking limit would be developed and phased to follow an extensive public notification program. The proposed parking lot is located in the heart of the Central Business District and would be a surface lot only. This program would address the present parking needs as indicated by the survey. New developments in the Redevelopment Area are required to provide adequate parking on-site. FISCAL IMPACT Land cost for the parking lot could be in excess of $500,000. Improvements estimated at $30,000. Funds could be loaned to Redevelopment Agency to be paid back from future tax increments. WHEREAS, Municipal Code S10.40.125 establishes two-hour time limit parking between the hours of 7AM and 6PM within a business district, and; WHEREAS, such restriction applies when "authorized signs are in place", and; WHEREAS, a number of central business district streets are currently posted to two-hour time limit parking; and WHEREAS, a parking study has revealed the need for increasing the number of streets having such time limit, and for establishing such time on several public parking lots, and WHEREAS, the Downtown Merchants Association has approved the establishment of such additional time limit zones. NOW, THEREFORE BE IT HEREBY RESOLVED, as follows: Within the Central Business District, and in accordance with Municipal Code S10.40.125, the following streets and public parking lots are hereby authorized to be posted for two-hour time limit parking between the hours of 7AM and 6PM, except Sunday and Holidays: Both sides of State Street between Beech Avenue and Oak Avenue. Both sides of Roosevelt Street between Beech Avenue and Elm Avenue. The west side of Roosevelt Street between Elm Avenue and Oak Avenue. The south side of Beech Avenue between State Street and Roosevelt Street. The public parking lot at the northwest corner of State Street and Grand Avenue. The public parking lot southerly of Grand Avenue between State Street and Roosevelt Street. The public parking lot westerly of Roosevelt Street between Grand Avenue and Elm Avenue. The City Engineer is hereby authorized to install appropriate signs and markings so as to make the above time limit restrictions operable and enforceable.
