PLN I ZCA-167 (A) - CITY OF CARLSBAD. ., RECOMMENDED ACTION: The Planning Carmission is recamending that the City Council intrcduce Ordinance No. 97x7 8 APPROVING UJA-l67(A). ITEM EXPLANATION The proposed amendment mld permit service stations to increase the size of mnment/price signs fran 16 to 48 sq.ft. if the sign is used for both identification and pricing, and all other freestanding signs are rerrwxred &an the site. The proposed amendment was initiated by Oouncil last September following your denial of a variance request by Arm to increase the size of a mnmnt sign. Arm was proposing to remove all other freestanding signs on the property if they could have a larger mnument sign acmbining identification and gas prices. Council thought the mncept vas good and directed staff to prepare a zone code -t. The mendment, as proposed8 muld provide for a larger sign for service stations subject to the follwing conditions: (1) The sign is a mnment sign. (2) No other freestanding signs are alluwed on the property. (3) The sign is used for the identification of fhe station as wll as the gasoline prices. RECOMMENDATION It is recommended that the Planning Commission ADOPT Resolution No. 2423 recommending APPROVAl of ZCA-l67(A) based on the findings contained therein. Background and Analysis This item was referred to the Planning Commission by the City Council for a recommendation. As the Commission may recall, on July 25, 1984, you denied a request for a variance to allow a larger price sign than the Zoning Ordinance permits for the Arc0 Service Station located on the northeast corner of La Costa Avenue and El Camino Real. The present ordinance (copy attached) permits monument price signs for service stations not to exceed 16 square feet. The applicant was requesting a 46 square feet monument price sign. In return for approval of the variance, the applicant was willing to remove an existing, freestanding pole sign which identifies the station and to use the smaller monument sign for both identification as well as pricing information. On September 18, 1984, the City Council also denied the variance on appeal but directed staff to return with a report on amending the ordinance to permit a larger monument sign based on the tradeoffs being suggested by the applicant for the variance. After considering the report from staff, the City Council referred the matter to the Planning Commission for a public hearing and a recommendation. Staff has analyzed the matter and could support an amendment to the ordinance to allow a larger sign subject to the following conditions: 1) The sign is a monument-type sign 2) No other freestanding signs are allowed on the 3) The sign is used for the identification of the station 4) The sig does not exceed 6 feet in height and 8 feet in property. as well as the gasoline prices. length ?maximum 48 square feet). 4 1x1. (a) In addition to signs permitted by this chapter, service stations shall have one sign advertising the price of gasoline or other motor fuel sold on the premises which meets the following requirements: (1) The sign shall display only the minimum information required by Chapter 8.49 of this code and by Article 12 of Chapter 14 of Division 5 of the State Business and Professions Code commencing with Section 13530. type sign or be attached to an existing pole sign located on the property. The sign may be double faced and the maximum area for each sign shall not exceed 12 square feet if attached to an existing pole sign or 16 square feet for a monument sign measured at the outermost boundary of the sign face. (b) If a service station is located at the intersection of two streets, excluding freeway on or off ramps, such a station may have one price sign, not to exceed the maximum size, stated above, on each street frontage. Although there are literally hundreds of ARCO sites with monument signs existing throughout the State of California, this list is intending to select only those sites which are proximate to the City of Carlsbad. It is my understanding that within the next few weeks the Planning Staff will be returning a report to the City Council which will indicate the proper means for amending-the Sign Ordinance to allow, under certain circumstances, the construction of monument signs on service station sites. We appreciate your willingness to consider amendment to the Sign Ordinance in order to provide fairness in those situations where a service station operator is willing to remove free- standing signs in favor of a monument sign which also contains indications of product prices. Second, I am submitting this correspondence as formal input as I will be unable to be at the Council meeting due to a previous "Election Night" commitment. -. This issue gives the Council (and City)- an ideal oppor- tunity to carryout its efforts to enhance the El Camino corridor. There are several factors which clearly support .- monument signs at the subject property. The factors which I have reviewed include: 1. Aesthetics . 2. Safety 3. Size 4. Current Ordinance Requirements The intersection at which the Arc0 Station Is located is at the heart of one of Carlsbad's quality areas. The desire to remove a pole sign and install a monument sign as seen in the attached exhibit provides the.Counci1 with an opportunity to quickly add to the aesthetic value of this area/corrldor. In driving that intersection on several test runa, it ap- peared that motorist safety would also be enhanced if visual contact could be lowered from the current pole height to a windshield level/helght as in the lower profile monument. In either case, the applicants proposal or cur= rent pole (if left in place) ia well within the perameterr of sfre requirements. November 6, 1984 Hayor Mary Caeler Page twa -. I would -strongly support the Council's expeditious ap- proval for allowing Arc0 to remove its current pole fixture and construct the monument unit.
