RECOMMENDED ACTION:
City Council reject bids for Village Sign Program, Project No.3705
and direct the Purchasing Agent to solicit bids in the open
market for purchase of sign faces.
ITEM EXPLANATION
On January 15, 1985, the City Council authorized the advertising
of the Village Sign Program with an engineers estimate of $6,800
and a budget of $10,000. On February 20, 1985, the one bid
received was opened. The bid from Spector Design, Inc. was for
$17,606.32.
At their meeting of March 5, 1985, Council reviewed the award
of contract request and directed that the Sign Program be reviewed
and returned in two weeks with a recommendation. Staff is
recommendinq that Council reject the one bid received and direct the Purchasing Agent to purchase signs as defined in the Village
Siqn Proqram. Staff has received verbal quotes for sign construction from 7 sign companies. Quotes range from $7,946.00 - $18,994.44.
No further Council action is necessary. Signs will be purchased
in the open market under purchasing ordinance regulations.
This is a Community Development Block Grant project. Direct
purchase of signs meets HUD regulations for utilization of funds.
This action eliminates the need for extensive Federal monitoring
procedures and results in considerable savings to the City.
FISCAL IMPACT
Community Development Block Grant funds of $10,000 are available
in Account No. 15-18-40-3705.

As we discussed on Friday, March 8, 1985,

the City may purchase
signs following the City's purchasing process and be within HUD
requirements for the Sign Program.
The Sign Program is part of the City's Ninth Year CDBG State
and Grand Streetscape Project. The City advertised for bids
on March 17, 1984, to design, make and install the requested
signs - no bids were received. On January 15, 1985, the City
advertised for bids to make and install signs as designed by the City. Only one bid was received. The Council required more information on the sign program which I called you to obtain.
After discussion, you determined that the City was purchasing
signs and not awarding a construction contract. Therefore, HUD
regulations required in construction contracts did not apply
in this case and the City would be within HUD regulations by
requesting the Purchasing Agent to obtain the signs. The City could request installation or have it done by City staff.
Please verify that my understanding of our conversation as it
pertains to the purchase of signs is correct by signing this
letter and returning it to me.

RESOLUTION NO. 7986
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REJECTING BIDS, AND
AUTHORIZING PURCHASING AGENT TO PURCHASE SIGNS.
WHEREAS, bids have been received by the City of Carlsbad
for Project No. 3705, Village Sign Program, and
WHEREAS, only one bid was received which was over the
budgeted amount for the project, and
WHEREAS, it is within Federal Housing and Urban Development
(HUD) guidelines to purchase signs with allocated funds,
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council
of the City of Carlsbad, as follows:
1. That the above recitations are true and correct.
2. The bid of $17,606.32 by Spector Design, Inc. for Project
No. 3705 for Village Sign Program is hereby rejected and
the City Clerk is hereby authorized to release the bid bond.
3. The Purchasing Agent of the City of Carlsbad is hereby
authorized and directed to purchase signs, in accordance
with law, as defined in the Village Sign Program.
PASSED, APPROVED AND ADOPTED by the City Council of the
City of Carlsbad, California, at a regular meeting held on the
16th day of April, 1985, by the following, to wit:
