RECOMMENDED ACTION:
Adopt Resolution No. 797.5- converting two clerical staff positions funded from Professional Services to Clerk Typist I and Clerk Typist 11.
ITEM EXPLANATION:
For more than four years, the Engineering Department has employed two temporary cl erica1 s. full-time; the other positions began as part-time but for almost two years has been full-time. Both of these positions are vital to the department's operations in providing the clerical coverage necessary to maintain records and handle the steady volume of work.

In the past year, we have had a turnover of five temporary clerical people in these two positions. continuity in work flow and the high performance level required for the proper functioning of the department. The high turnover rate of temporary clerical personnel also decreases the efficiency of other clerical staff in the department due to the constant training which must be provided for these two positions.
It has been virtually impossible to maintain
Our experience with temporary clerical personnel has proven that highly- trained, permanent clerical personnel are essential to the overall func- tioning of the Engineering Department.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE CONVERSION OF TWO TEMPORARY CLERICAL POSITIONS FUNDED FROM PROFESSIONAL SERVICES TO CLERK TYPIST I AND CLERK TYPIST 11.
WHEREAS, the use of permanent City employees will result in substantial
avings and increase departmental efficiency, and;
WHEREAS, the City Manager and the City Engineer recommend that one Clerk
ypist and one Clerk Typist I1 be added to the Engineering Department
iersonnel .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

That the above recitations are true and correct.
That the City Council authorizes and directs the City Manager to add
