RECOMMENDED ACTION:
AB# pi47 TITLE: PROPOSED HISTORIC PRESERVATION
Review and discuss the proposed Historic Preservation Element
of the General Plan for possible adoption by the City Council.
ITEM EXPLANATION
On June 19, 1984, the City Council appointed an Ad-Hoc Historic
Preservation Committee to develop legislation and make
recommendations to Council on preserving the City’s cultural
heritage. The Committee is finalizing the proposed ordinance
for presentation to Council in the near future.
It has been determined that prior to the adoption of a Historic
Preservation Ordinance, a General Plan element should be
proposed.
This Element would present goals and policies and show the
City’s commitment to the management and preservation of the
community’s cultural heritage. The proposed ordinance would
then implement the General Plan Element.
The Ad-Hoc Historic Preservation Committee submits the proposed Element to the City Council for discussion and possible adoptior
The Housing and Redevelopment Advisory Committee has reviewed
and supports the proposed Element.

HISTORIC PRESERVATION ELEMENT
The Historic Preservation Element of the General Plan recognizes
that historic preservation is a valuable asset to the community
and the City of Carlsbad shall make a commitment to the management
and preservation of the community's legacy of sites, structures and
resources. GOAL:
To safeguard the City's historic and cultural heritage, as embodic
and reflected in such landmarks, historic districts and cultural
resources.
Objective : Effect and accomplish the protection, enhancement and perpetuation of such culturi
resources, landmarks and districts that
represent or reflect elements of the City's cultural, social, economic, political
and architectural history.
Policies :
1, Provide through the adoption of a Historic Preserv<
Ordinance a set of rules and regulations that
protect, enhance and preserve cultural resources
that are of special character, historic interest or value to the citizens of Carlsbad.
2. Provide through the establishment of a Historic
Preservation Commission with specific powers and duties related to preservation concerns which would make recommendations to the elected official
and their staff concerning historic preservation issues.
3. Provide direction and support for a comprehensive
determination of cultural resources within the City.
4. Generate a wide range of programs that promote protection, enhancement and preservation of availa
resource.
5. Adopt a cultural resource inventory. This inventc
shall be maintained and updated by the Historic.
Preservation Commission.

landmarks for the education, pleasure and
welfare of the people of the City.

1. Develop educational programs to stimulate public
interest in historic preservation.

Objective : 1. Stabilize and improve property value.
Policies :
1. Encourage the use of tax incentives, regional,
State and Federal programs which utilize historic
character to enhance their property viability.
Objective : 2. Enhance the City's attractions to residen tourists, and visitors and to support
and stimulate business and industry.
Policies :
1. Provide landmark identification of designated cultur
resources.
2. Encourage formation of historic districts for protec
and for the promotion of tourism.
