RECOMMENDED ACTION:
City Council adopt Resolution No. gooh approving the closure of the
northbound and southbound off-ramps at Palomar Airport Road and Interstate 5
during the Triathlon on Saturday, July 6, 1985 between the hours of 7 AM - 9 AM.
ITEM EXPLANATION
The Parks and Recreation Department will be conducting the 3rd Annual Triathlon
on Saturday, July 6. The department is working with Caltrans to provide a safe
course for the participants.
In order for Caltrans to issue a permit, the City Council needs to adopt a
resolution approving the closure of the freeway off-ramps.
FISCAL IMPACT
It will cost the City approximately $200 to reimburse Caltrans for the work
they will perform in preparation for the Triathlon.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
CLOSURE OF THE NORTHBOUND AND SOUTHBOUND
INTERSTATE 5 DURING THE TRIATHLON ON
SATURDAY, JULY 6, 1985, BETWEEN THE
HOURS OF 7-9 AM.
OFF-RAMPS AT PALOMAR AIRPORT ROAD AND
The City Council of the City of Carlsbad, California does hereby
resolve as follows:
1. That the City Council does approve the closure of the off-ramps
at Palomar Airport Road and Interstate 5 during the Triathlon on Saturday,
July 6, 1985, between the hours of 7-9 AM.
2. That the Mayor of the City of Carlsbad is hereby authorized and
directed to sign the Resolution for and on behalf of the City of Carlsbad.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council
of the City of Carlsbad, held on the 7th day of May , 1985 by the
following vote, to wit:

Dear Mr. Price:
We have received the City's application requesting permission
to close the northbound and southbound off-ramps from Route 5
to Palomar Airport Road. The closure to be in effect during
the City of Carlsbad sponsored Triathlon Event, on Saturday,
July 6, 1985, The ramp closures being considered as neces- sitated by the partial closure of Palomar Airport Road
through the Route 5 interchange area.
In order for us to grant permission, it will be necessary
that the following conditions be fulfilled:
1) That a resolution requesting the closures
I be adopted by the Carlsbad City Council.
2) That the Citybf Carlsbad arrange for a
meeting between the representatives of
the City, its police department, the
California Highway Patrol and Caltrans.
'Yhe meeting would be for the purpose of
discussing the proposed traffic handling plan.
Our representative to contact in regards
to setting up the meeting is Mr. Ray Granstedt,
Traffic Operations, (619) 237-6878.
3) The traffic control for the ramp closures would have to be placed or supervised by
Caltrans. The City would have to agree
to reimburse Caltrans for the work effort,
including planning cost such as analysis
of traffic handling plans, coordination
with law enforcement agencies, etc.

4) Before a permit could be issued, a certi-
ficate of insurance, naming the State of
California, its offices and employees as
co-insured, in following the minimum
coverage amounts would have to be sub-
mitted.

To afford us ample time to process the application, may we urge that the above mentioned meeting be scheduled as soon as possible.

Dear Mr. Givens:
Your letter to the City Manager dated February 25, 1985 has been referred to me for an answer.
The bid of SI-Mac Construction Conpany has been carefully
reviewed by members of the city staff. Their contractor's license is valid, the bidder's bond is in order and the
references have Seen checked by city staff and are acceptable.
As a general contractor, SI-Mac is qualified to perform all
phases of the renovation project at Chase Field and is the
lowest responsible bidder for this contract. It was on this basis the Council awarded the contract to SI-Mac Construction Company on February 19, 1985.
Your reasons for protesting in the bid award are not valid
for the following reasons:
Point 1 - SI-Mac is a general contractor and is qualified to
do the roofing. It is not necessary for them to list a sub-
contractor for this contract.
Points, 2, 3, and 4 are related to the construction phase of
the contract and cannot be used as a basis for disqualifying
the lowest responsible bidder. SI-Mac will be required to take out a building permit and a city building inspector will
be inspecting the project during various phases of the con-
struction. If at any time SI-Mac does not conform to the
contract, appropriate action will be taken.
Based on the information in your letter, the reasons for
protest are not valid and the action taken of February 19, 1985, was appropriate. In city will be the interpreter of the intent

final. We find SI-Mac's bid to be in order and the contract will be executed.

A hearing before the City Council would serve no useful purpose.
The bidding and award of contract was done in accordance with
state and local law and there is no basis for the Council to
rescind the bid award.

you will submit bids for future city work.
