SUBJECT: CT 85-8/PUD-82 - MEADOWCREST - Request for a 70 unit
tentative tract nap and planned unit development located at the southwest corner of the intersection of
Alga Road and Melrose Avenue in the RDM-Q zone.
I. RECOMMENDATION
It is recommended that the Planning Cowmission APPROVE the
Negative Declaration issued by the Land Use Planning Manager ar
ADOPT Resolution No. 2428 recommending APPROVAL of CT 85-8/
PUD-82 to the City Council based on the findings and subject tc the conditions contained therein.
I1 . PROJECT DESCRIPTION AND PAST HISTORY
The applicant is requesting approval of a 70 unit tentative tract map and planned unit development located as described
above. The proposed project will be located on a 10.5 acre sit
and have a density of 6.6 du/ac. This is in conformance with
the General Plan designation for this site of N4, Residential
Medium 4-10 du/ac. In addition, this density is below the mear
density of seven du/ac established for the RY cjeneral plan
The site is characterized by gentle slopes and is covered with low lying vegetation. The property to the north has been developed with multi-family units. On September 12, 1984, the Planning Commission approved a similar type of project on the
property to the south of this site. The properties to the nort
and east are vacant at the present time.
The proposed project will consist of single-family detached homes on 3700-5000 square foot lots. The units will range in
size from 1080 square feet to 1952 square feet. Each of the units will have a two-car garage.
On Ausust 26, 1981, the Planning Commission approved a 116 unit
condominium project consisting of four-plexes on this site. This project would supercede the former approval.

111. ANALYSIS

As proposed, this project meets or exceeds the development standards of the Planned Development Ordinance. All of the unj will have a two-car garage with a minimum dimension of 400 squc
feet. This will provide adequate space to fulfill the storage requirements as well as provide parking for two cars, Guest parking will be available in parking bays scattered throughout the project. Many of the units will be setback at least 20 fee from the sidewalks. Additional guest parking credit is given 1
parking on the driveways in front of these units.
All but a few of the units will have rear yards with a minimum
dimension of 15 feet. Rear yards will vary in size from 420 tc 1375 square feet. In addition, three common recreation areas will be provided. The main recreation area near the entrance i
the project will have a spa, swimming pool, cabana, deck area
portion of the project. A flat grassy area along with barbecuc facilities will be located in the southern portion of the project .
DESIGN CRITERIA
As proposed, this project conforms with the design criteria of
the Planned Development Ordinance at the density proposed. project has been laid out to incorporate much of the existinq
topography. This will breakup the overall appearance of the project and provide views for many of the units. Front yard setbacks have been varied and enriched pavement along with
landscape islands have been provided to breakup the appearance
the streetscape. Heavy landscaping, enriched pavement and a v of the main common recreation area will provide an attractive entrance to the project. The secondary common recreation area
will help to create a visual break along the main loop road. '

readily accessible to all units within the project. landscaped slopes and a decorative block wall will buffer the units from traffic on Alga Road and Melrose Drive. For these reasons, staff feels that the project justifies the density
proposed.
In conclusion, staff believes that the proposed project confor with the development standards and design criteria of the Planned Development Ordinance. Therefore, staff recommends approval of CT 85-8/PUD-82,
and tot lot. A second tot lot will be located in the northern
