PEDESTRIAN SAFETY AT
HARDING STREET AND OAK AVENUE 5/14/85

Authorize modification of the 1984-85 Capital Improvement Program for the
installation of pedestrian warning flashing lights at Harding Street and Oak
Avenue.
ITEM EXPLANATION
This is pursuant to the staff report and direction of the City Council at its
May 7, 1985 meeting.
Work orders have been issued for the following remedial measures:
1. The lighting intensity of the street light will be doubled (from 1,000 to
2,000 lumens) and a longer mast arm installed so as to better illuminate the
crosswalk.
2. Repainting of the crosswalk, as well as all stop bars, stop legends,
striping and bike lanes.
3. Painting "PED XING" on the pavement facing northbound and southbound traffic
in advance of the crosswalk.
4. Painting 25 feet of red curb on Harding Street at all four corners (for
better visibility of approaching traffic).
5. Installing 25 M.P,H. speed limit sign on Harding Street south of Elm Avenue
for southbound traffic and north of Chestnut Avenue for northbound traffic.
6. Adding broad yellow hash-marks between the lines of the crosswalk,
7. Trimming away all tree limbs which might create a sign visibility problem.
In addition, a pedestrian safety educational program has been scheduled for
seniors at the Harding Center on May 29 at 3:OO P.M, The Traffic Engineer and
the Police Traffic Sergeant will present the program.
With respect to the installation of pedestrian warning flashing lights, such a
project appears to be of greater complexity than for the Army-Navy Academy on
Carlsbad Boulevard. That project cost about $20,000.00 including design.
For Harding Street, the cost of hardware would be less (shorter mast arms and no
time clock) but trenching in the roadway would be required, including the
crossing of Oak Avenue with its concrete cross gutter. Accordingly, the cost
could be about $5,000.00 more.
FISCAL IMPACT
Design and Construction: $25,000.00.
Continuing costs for energy and maintenance: $800.00 per year.
