RECOMMENDED ACTION:
City Council review and adopt recommended Goals and Objectives for 1985.
ITEM EXPLANATION:
Annually the City Council appoints a committee to review, update and propose new
City Council Goals and Objectives for the next year.
This year the City Council committee was: Fayor Mary Casler and Vice-Mayor Buddy
Lewis.
the document and added the following new goals and objectives:
This year the committee deleted all achieved goals and objectives from
B-1-3 Adopt a Local Coastal Program
B-1-6 Complete the revision of the Land Use Element of
the General Plan
B-1-7 Complete the reformatting of the Carlsbad General Plan
B-1-8 Complete the technical update and reformatting of the
Housing Element of the General Plan
B-1-9 Complete a comprehensive parking and circulation analysis
of the area west of the railroad tracks between Buena
Vista and .Agua Hedionda Lagoons
B-5 Establish an Historic Preservation Review Committee
E-1 -1 Es tab1 i sh Human Services Fundi ng Advisory Review Committee
E-4-1 Consider the Senior Citizens' proposal to join the City's organizational structure and explore various ways of meetinq our common goals
The attached City Council Goals and Objectives 85 report reflects the committee's
recommendation.

None at this time.
ENVIRONMENTAL IMPACT:
None at this time.

FROM: Council Member Lewis Mayor Casler
GOALS AND OBJECTIVES
We have been reviewing and updating these for Council approval .
We would suggest to the Council the inclusion of
E-1-1 Human Services the establishment of a committee to meet once a year to interview all social service requests, determine the service provided Carlsbad citizens and recommend funding to the Council. It is our feeling that professionals in this area, i.e., ministers, social service workers, police officers, etc., would be better able to understand these needs than Council Members.
In 1984-85 we allocated $14,000 to Women's Resource Center and Project Oz, In our 1985 CDBG we funded one worker for Casa de Amparo, but we understand that may not be allowed by the County who exercises dis- cretion on our CDBG funds.
Cities with population over 50,000 are allowed to use
10-15% of CDBG money for social service funding - Escondido, Oceanside and aula Vista use these funds.
If we used this as a guideline we could allocate
$22,300 - 33,450, but ours would be from the General Fund ,
RECOMMENDATION: That the Council designate an amount not to exceed $25,000 for social service funding. That a committee of citizens hear requests, prioritize
these and make recommendations for action to the Council.
