ITEM EXF'LANATION This item is a request for a 73 lot tentative -act map located along -the side of Mision Estancia south of La Costa Avenue. The property was part original Santa Fe Knolls project approved by Council in 1975. That p included 3 phases and a high sdhool site. The 3rd phase never received a map and has expired. This project is basically a resuhnittal of the phase. The only real difference fram the original project is that minor d have been mde to the circulation systemwithin the project. The general plan for this site is EM (0-4 du's/acre). The project density of 3.09 du's/acre. The averall project including the original has a density of 3.0 du's/acre vhich is the man density for FUN. The p was part of the original La Costa Master plan and is zoned planned cam The La Costa Pkster Plan stated that this property should ke developed tr 7 500 zoning standards. All lots are a minimum of 7500 sq.ft. in size and there tnias no plme developmt processed in conjunction with this project. All concrete terrace drains shall be maintained by the homeowner's association (if on commonly owned property) or the individual property owner (if on an individually owned lot). RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manager q ADOPT Resolution No. 2431 recommending APPROVAL of CT 85-5 to City Council based on the findings and subject to the conditic contained therein. 11. PROJECT DESCRIPTION The applicant is requesting approval for a 73 lot/73 unit tentative tract map located as described above. The project the final phase of a previously approved tentative map, Santa Knolls (CT 75-9(B)). The original Santa Fe Knolls project (Cr 75-9(B) consisted of 211 dwelling unit and a high school site The overall density of the project, excluding the high school site, was 3.0 du/ac, as discussed in the findings for Plannini Commission Resolution No. 1297 (December 14, 1976). Santa Fe proposed 211 buildable lots prior to expiration of the map OR July 4, 1984. This proposed project, CT 85-5, will consist o the third or expired phase of CT 75-9(R), and will complete tl original project. The project as proposed has a P-C (Planned Community) zone classification. However, as discussed in the La Costa Master Plan, the subject Santa Fe Knolls property is part of approximately 3200 acres of property developed under the exis Master Plan MP-149. MP-149 designated the subject property tl developed to R-1-7500 zoninq standards. This proposed project will consist of one phase, comprising a total of 73 single family buildable lots. The 73 buildable 1 created by this subdivision will range from 7500 sq. ft. to 24,000 sq. ft. in size. All lots will take access from publi streets. This portion of the Santa Fe Knolls project will be du/ac. This density is consistent with that formerly approve CT 75-9(B) and is in conformance with the General Plan Knolls, CT 75-9(B) recorded two final maps over 138 of the located on a 23.6 acre site and will have a density of 3,09 e 0 designation for this site of RLM, Residential Low Medium, 0-4 du/ac. The projects density (3.09 du/ac) is slightly above the mean density of three du/ac established for the RLM General P1z designation by City Council Policy 7872. However, this project is part of the original Santa Fe Knolls (CT 75-9(B)) project which has an overall density of 3.0 du/ac, thereby complying wj City Council's mean density policy. The subject property is characterized by hilly topography and 2 covered with native grasses. It is currently in its natural state except for grading done in conjunction with the construction of the Olivenhain Municipal Water District water line with the proposed right-of-way of Mision Estancia, locatel along the western edge of the property. A riparian woodland exists along the northernmost property boundary. This riparia area is identified in the La Costa Master Plan EIR (307) as a locally important resource, and is designated in the City's General Plan for Open Space uses. The property to the south of the site is proposed for the development of single family residences included as Phase 2 of Santa Fe Knolls (CT 75-9(B)). The properties to the east and west are designated for Rural Estate Single Family Residential and Clustered Multifamily Residential respectively, on the La Costa Master Plan. 111. ANALYSIS Planning Issues 1) Does the proposed tentative map meet the requirements of the Carlsbad Zoning Ordinance? 2) Does the proposed project meet the requirements of Carlsbad's Subdivision Ordinance and the State Subdivision Map Act? 3) Will the design of the project protect the valuable riparian habitat existing along the northern properti boundary? Discuss ion The design of this project is essentially the same as the previous approved tentative map. The only changes include, tl extension of Sitio Bay from the south to the north throuahout property, the elimination of one cul-de-sac, and the minor changes. It is staffs opinion that compared to the already approved tentative map, CT 75-9(B), this proposed project is equal to, if not better, because the circulation system throughout the property has been improved. redesign of residential lots associated with these circulatioi -2- 0 e The proposed tentative map complies with all of the requiremen of the Carlsbad Zoning Ordinance. All of the lots will have a minimum area of 7500 sq. ft. as required by R-1-7500 zone standards. All of the lots will gain access from public streets. This subdivision meets all of the requirements of the Carlsbad map and improvements are consistent with the Carlsbad General Plan. The site is physically suited for the type and density development proposed by the applicant. If all of the mitigati measures listed in the conditions of approval are fully implemented, the proposed subdivision and its improvements sho not cause substantial environmental damage. Also, the propose subdivision and its required improvements should not cause serious public health problems, nor will the desiqn of the subdivision conflict with any easements. Staff had concerns about the riparian woodland habitat existin along the northern property boundary. This habitat includes a number of mature Coast Live Oak and Sycamore trees. The applicant revised the tentative map by pulling back the fill slopes along the northern property boundary where possible frc the dripline of the habitat area, thereby preserving several 0 and Sycamore trees. Although three Oak and one Sycamore tree this project will not have an adverse unmitigable impact on th riparian habitat environment. The revised project will mainta the majority and overall integrity of this riparian area. Conditions are included within this report to adequately mitig the identified biological impact. In conclusion, staff feels that the proposed tentative tract n complies with all applicable ordinances, and that the projects design, with mitigation measures recomm.ended as conditions of approval, will adequately protect the riparian habitat located along the northern property boundary, therefore recommends approval of CT 85-5. IV. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project will not have a significant effect on the environment and, therefore, has issued a Negative Declaration on April 8, 1985. v.
