MTG. 5/21/8S st COMPUTER TERMINALS AND A SECURITY SYSTEM � � ��,, DEPT.-LIB CITY ATTY vim CITY MGR.4*- RECOMMENDED ACTION: Adopt Resolution No. bZ S authorizing the purchase of a CLSI multiplexor, two new CLSI computer terminals, and a library security system. ITEM EXPLANATION: ITEM #1 - Each of the main library's seven computer terminals are connected by indi- vidual telephone line to the CLSI circulation system computer at the Oceanside Public Library. The monthly cost per line has increased from $10.00 to $65.00 within the past six months. Installation of a suitable CLSI multiplexor will permit up to eight terminals to function on one telephone line. ITEM #2 - The library began replacement of obsolete computer terminals last year. To gain the benefits available from improved terminal design and function, the last two out -dated CLSI terminals need to be replaced. The new terminals will allow more efficient use of staff time, improved services to the public and more effective use of the automated circulation system. ITEM #3 - The library is sustaining an increasing loss of materials through theft. An inventory of the reference (non -circulating) collection in FY83-84 has revealed a loss of 327 books. At an average cost of $30.00 per book, this loss has cost $9,810.00. It is estimated that the annual loss through theft of circulating materials (adult and juvenile books, records and tapes - excluding reference) is conservatively 500 items. At an average cost of $15.00 this loss has cost $7,S00.00. (Spot checks are done on the collections periodically and form the basis for this estimate). Experience has shown that the presence of a security system reduces theft by as much as 90%. FISCAL IMPASCT: The total cost of the CLSI multiplexor, CLSI computer terminals and security system will be $40,652.00. Unfilled positions during FY84-85 have resulted in salary savings in the amount of $30,000.00. The balance would come from savings in the maintenance and operations account. ITEM #1 - The price of a CLSI multiplexor is $8,500.00. At the current telephone data line rate, a monthly cost saving of $390.00 will result from using one data line as opposed to the seven now required. With an annual savings of $4,680.00, the multi- plexor cost will be recovered in less than two years. ITEM #2 - Purchase and installation of two new CLSI terminals will cost $4,452.00. ITEM #3 - The cost to purchase and install a security system will be $27,700.00. Assuming an average yearly loss of $10,000 - $15,000 worth of books, the cost of the security system installation can be recovered in three years or less. EXHIBITS: I. MAY 8, 1985 TO: CITY MANAGER FROM: Library Director 1984-85 LIBRARY BUDGET SURPLUS EXPENDITURE REQUEST FOR MULTIPLEXOR AND TERMINALS Recommendation Approve the purchase of a CLSI multiplexor to permit multiple terminals to communicate with the circulation system computer in Oceanside via a single telephone data line; and the purchase of two new CLSI terminals to replace existing obsolete equipment. j Analysis a } Each of the main library's seven computer terminals ' are connected by individual telephone data lines to the CLSI circulation system computer at the Oceanside Public Library. + Prior to restructuring of the telephone company, the cost per line was approximately $10.00 per month. New rates established this year have increased the monthly per line cost to $65.00. The total monthly cost of the seven data lines is now $455.00 rather than $70.00. Installation of a suitable CLSI multiplexor will permit up to eight terminals to function on one telephone data line. This will provide a monthly cost saving of $390.00, or $4680.00 per year. The price of a multiplexor is $8,500.00. That cost will be recovered in less than two years by the savings in telephone bills. The library began replacement of obsolete computer terminals last year. To gain the benefits available from improved terminal design and function, the last two out -dated terminals need to be replaced. Purchase and installation of two new CLSI terminals will cost $4452.00. The new terminals will allow more efficient use of staff time, improved services to the public and more effective use of the automated circulation system. Alternatives There are no apparent alternatives which will provide the cost savings and service improvements found in this recommendation. May 8, 1985 TO: CITY MANAGER FROM: Library Director 1984-85 LIBRARY BUDGET SURPLUS EXPENDITURE REQUEST FOR PURCHASE OF A LIBRARY SECURITY SYSTEM Recommendation Approve the purchase of a library security system to reduce theft losses from the library collection. Analysis An inventory of the library's reference collection has revealed a loss of approximately $10,000 worth of books since the last inventory in 1977. During FY 1983-84, loss reports indicate 489 books missing. At an average cost of $20.00 per book, this loss has cost $9780.00. Assuming an average yearly loss of $10,000-$15,000 worth of books, the cost of the security system installation can be recovered in three years or less. Experience has shown that the presence of a security system reduces theft by as much as 90%. Alternatives The major alternative to an electronic security system is a guard at the door of the library. This alternative was rejected because of the obvious on -going cost involved. The only other alternative is to do nothing and continue to sustain significant loss of books. RESOLUTION NO. 8025 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING AND AUTHORIZING THE PURCHASE OF A. CLSI ' MULTIPLEXOR, TWO CLSI COMPUTER TERMINALS AND A SECURITY SYSTEM. WHEREAS, the City Council of the City of Carlsbad has determined that it is desirable to purchase a CLSI multiplexor, two CLSI computer terminals and a security system for the main library; and WHEREAS, funds are available from salary and maintenance and operations savings in the 1984-85 FY budget; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Purchasing Department is hereby authorized and directed to purchase a CLSI multiplexor and two CLSI computer terminals; and call for bids on a security system. 3. That Department of Finance Fund Transfer No. B913 on file in said department and incorporated by reference is approved.
