3ECOMMENDED ACTION:
A. Adopt Resolution No. &ZC approving the continuance of the agreement for
Development Engineering services as appropriated in the 1984-85 Fiscal Year
Budget for the City of Carlsbad and transferring funds necessary for con-
tinued funding through the 1984-85 Fiscal Year.
8. Adopt Resolution No. pOq7 creating two new positions of Associate Civil
Engineer in the Current Development Division of the Engineering Department.
ITEM EXPLANATION:
A. Consultant Development Engineer
The FY 84-85 budget for the Engineering Department contains funds for the
full time employment of a Development Engineering Consultant. Our ability
to finish the fiscal year with the Consultant is subject to reallocation of
funds within the 1984-85 budget. Because of employee turn-over we have been
unable to recruit all of the necessary qualified personnel to perform the
work involved in development processing. At our request the consulting
development engineering firm has provided an additional professional
engineer and an engineering technician. The contract provides for these
services when they are needed by the City. However, the account for this
contract was not sufficiently funded to support the additional services.
The first resolution in this Agenda Bill will transfer monies from the
General fund Contingency account into the Engineering Professional Services
account. The funds necessary to cover this expenditure are offset by "plan-
check" and processing fees paid by developers.
B. In-House Development Engineering
At the time the decision was made to utilize a Consultant Development
Engineer (December 15, 1983), it was anticipated that development in
Carlsbad could be sporadic for the next several years. Accordingly, it
seemed appropriate to utilize a consultant, with strong developmental
experience rather than to build up City staff which would have to be laid
off if development slowed.
The experience has been that development continued at a steady pace and, as
explained in Item A, it was even necessary to augment the consultant's
staff.
There are no forecasts of a developmental letdown. It is known that several
major developments are being held in abeyance pending completion of the
General Plan Review, about July 1, 1985. Thus it is now appropriate to
staff for development engineering in-house and plan to phase out the use of
a consultant.

Although the outlook for the next two or three years seems to easily justify
such a decision, it is true that we could be wrong. In that event we would
simply have to face the issue with cut-backs and layoffs. The Engineering
Department would not be the only department affected by such a downturn in
the economy.
Authorization for the two new Associate Civil Engineer positions is being
requested at this time so that recruitment can begin immediately, and
support funding included in the 1985-86 budget. As can be seen from the
fiscal impact (below) there will be a cost saving to the City of
approximately $41,000.00 per year. It should be recognized however, that
orientation and training of the new individuals will require some "overlap"
of consultant and City staff. True savings may not accrue until the 1986-87
fiscal year.
FISCAL IMPACT:
A. Funds for this item are proposed to be transferred from the General Fund
Contingency account in the amount of $40,000.00 to the Professional Services
account number 01-3120-2470. The transfer of these funds leaves a balance
of $44,081.00 in the General funds Contingency Account.
E. Cost of Consultant in 1984-85 About $ 123,000.00

Savings to City About $ 41,000.00

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, TRANSFERRING FUNDS IN THE
ENGINEERING DEPARTMENT BUDGET.
WHEREAS, The City Manager recommends and the City Council concurs, that
land development processing should be performed in a thorough and timely
Fashion; and
WHEREAS, the amount of land development processing is such as to require
the continued use of engineering consultants; and
WHEREAS, funds to secure the services of said engineering consultants are
available by transferring funds from the General Funds Contingency Account to
che Engineering Department Professional Services Account;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Iarlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That funds in the amount of $40,000.00 are hereby transferred from the
;enera1 Funds Contingency Account to the Engineering Department Professional
jervices Account, account number 01-3120-2470.

RESOLUTION NO. 8027
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, CREATING TWO NEW POSITIONS OF ASSOCIATE CIVIL
ENGINEER IN THE ENGINEERING DEPARTMENT.
WHEREAS+ the City Manager recommends and the City Council concurs, that

WHEREAS, the amount of land development processing is such as to require
appropriate full time City staff; and
WHEREAS, funds to provide for such needed staff must be provided in the
forthcoming 1985-86 City Budget;

Carlsbad, California, as follows:
1. That the above recitations are true and correct.

immediately with the intention that they be carried forward into, and funded
