ORIGINAL AB FILED IN "85" 1,232' F~ECOMMENDED ACTION: A. 3 7 ITEM EXPLANATION In September, 1984, the City Council adopted a revised Circulation Element of the General Plan. In that revision, Rancho Santa Fe Road was changed from its previous classification of Major Arterial to Prime Arterial. The right-of-way requirement for a Prime Arterial is 126 feet; while that for a Major is only 102 feet. The City Council was advised that a good deal of subdivision planning and some construction had already taken place and that some reconstruction might thus be necessary. Subsequently, a traffic study was authorized to determine how the City could hold right-of-way requirements to an.absolute minimum and still provide for the six moving traffic lanes of a prime arterial. Willdan and Associates was awarded the study and suggested immediately that street and traffic signal construction taking place at Rancho Santa Fe Road and Olivenhain/Camino Alvaro by a subdivider (Santa Fe Ridge) be halted because such improvements had been designed for a major arterial rather than a prime arterial. Soon thereafter based on early study results, the developer was requested by the City Engineer to relocate certain improvements already in place. This could not be postponed until the final report because the developer had construction material and equipment on-site and was incurring substantial monetary loss for every day of delay. Willdan submitted its final report in March, 1985. The basic conclusion of the study is that the prime arterial requirements can be met with a right-of- way width ranging from 107 feet to 117 feet. The reduction from the 126 foot standard width is obtained by narrowing parkway, bike lane, through lane and left turn lane widths. F Page 2 of Agenda Bill No. g/r7 __ The action requested above is threefold: A: Accept the Willdan report. 6: Reimburse the developer in the amount of $36,491.92. It would not be proper to require the developer to pay for the changes, since the work he had already done was in accordance with plans approved by the City. The itemized billings for the changes performed (see Page 2 of Exhibit 3) have been reviewed and appear accurate and reasonable. C. Authorize a future City expenditure of $100,000.00 toward widening the west side of Rancho Santa Fe Road south of La Costa Avenue. Such an expenditure would most likely be in the form of a contributory share to the developer on the east side of the street, or as the City's share of an assessment district which is currently being processed. The improvement involves a 2,500 foot section of curb, gutter sidewalks, pavement and street lights which is in place on the westerly side. The pavement has deteriorated as a result of non-use (traffic is on the old, east side of the highway). The curb and gutter is not properly located to provide the "Willdan width" and needs to be relocated three feet to nine feet westerly. The cost, estimated at $200,000.00 cannot be charged to any development because development paid for it the first time. FISCAL IMPACT A. No cost. 6. The unappropriated balance in the General Capital Construction Fund is currently $368,736.00. This transfer of $36,492.00 will reduce this balance to $332,244.00. C. On May 25, 1984 the City approved the improvement plans for CT 83-16, commonly known as Santa Fe Ridge. We began the subdivision improvements immediately. On September 3, 1984, we received a letter from the Associate Civil Engineer of the City of Carlsbad concerning a City Council decision to change Rancho Santa Fe from a major arterial to a prime arterial, necessitating us to change our improvement plans and get them re-approved; tear-out and relocate facilities that were already partially or fully installed; and to do additional improvements beyond those originally required by the City. I have summarized below the work-items and costs of these items and have included the invoices as further evidence of our claims. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council approve an appropriation of $lOO,OOO.OO from the General Capital Construction Fund balance for the purpose of funding the reconstruction of the westerly side of Rancho Santa Fe Road from La Costa Avenue to a point 2500 feet southerly.
