APPROVE DESIGN ALTERNATIVE AND APPROPRIATE
FUNDS FOR HOLIDAY PARK IMPROVEMENTS w-..

RECOMMENDED ACTION:
Adopt Resolution No. /dsa Approving Alternative I, 11, or I11 for the
Holiday Park parking and street improvements, and appropriating additional
funds .
ITEM EXPLANATION
The 1984-85 Capital Improvement Program included $60,000.00 for the Improve-
ments of Holiday Park and adjacent streets to allow for additional parking and
alleviate traffic problems during social events. Staff completed original
design in February, 1985 which included the improvements of west side of
Eureka Place only. This plan is called Alternative I and only paves the
parking area and adds wheelstops.
On February 15, 1985 staff received direction from the City Manager to expand
the of work and include the improvement of Pine Avenue and reconstruc-
tion of existing storm drain at the intersection of Eureka Place and Basswood
Avenue. was also directed to contact the property owners on the east
side of Eureka Place offering to construct complete improvements on Eureka
Place agree to bear the cost of the sidewalk and curb and gutter in
front of their property. Letters were mailed to thirteen(l3) property owners.

Staff has completed the design of the intersection of Pine Avenue and Basswood
Avenue and is recommending modification of intersect ion allowing Eureka Place
to "T" with Pine Avenue, and adding 2000 square feet of Basswood Avenue

Staff had prepared an estimate for the cost of widening of the east side of
Eureka Place and adding curb and gutters and sidewalk. Because the existing
pavement is not adequate and also varies in elevation so that controlling
drainage is a problem, staff recommends that the existing pavement be removed
if the street is widened on the east side. This makes widening the street on
the east side a relatively expensive alternative.
Because a majority of the owners have indicated no interest or that they do
not want to share in the cost, it would be unfair to make those interested pay
for their improvements. Staff recommends that if Council chooses this
alternative, it be paid for entirely with City funds.

Alternative I: Grade, pave and stripe parking areas adjacent to Holiday
Park on Eureka Place and Pine Avenue.
Cost: $95,000.00
Alternative 11: All of I above plus improving intersection of Eureka
and Pine Avenue and installing a storm drain from Place
Eureka Place to Pi0 Pic0 Drive.
Cost: $165,000.00
Alternative 111: All of I and I1 above plus widen the east side of Eureka
Place including curbs and sidewalk.
Cost : $295,000.00
FISCAL IMPACT:
Funds in the amount of $60,000.00 were appropriated for this project in
Account No. 333-820-1821-3140. The source of this money was the Park-in-lieu
fee fund. This original estimate did not include improvements on Pine Avenue
for curbs which are now proposed. It is recommended that an additional
$35,000.00 be appropriated from the Park-in-lieu fee fund for Area 1.
In addition to above, Alternative I1 required an additional appropriation of
$70,000.00 or Alternative 111 requires an additional $200,000.00 beyond
Alternative I. It is recommended that this appropriation, if selected, come
from the Unappropriated Capital Reserve Fund, Account No. 330-941.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING ALTERNATIVE
NO. 111 AND APPROPRIATING ADDITIONAL FUNDS FOR
THE HOLIDAY PARK IMPROVEMENTS CONTRACT NO. 3140
WHEREAS, The City Council of the City of Carlsbad has determined it is
necessary and in the public interest to improve Holiday Park.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. The Alternative No. - I11 is hereby approved.
3. That additional funds in the amount of $35,000.00 are hereby appro-
priated from Park-in-lieu Fee Fund Area 1 (Account No. 333-81 0-1 821 -8930) to
project Account Number 333-820-1821-3140.
4. That additional funds in the amount of $ 200,000.00 are hereby
appropriated from the Unappropriated Capital Reserve Fund, Account No. 330-941
to Project Account Number 330-820-1840-3140.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 4th day of June , 1985 by the following vote, to wit: -
