RECOMMENDED ACTION:

1. Adopt Resolution No. T'ott'C I approving GPA/LU 85-4
2. Adopt Resolution No. aq7, approving AH/LUP 85-1
3. Introduce Ordinance No. 9752, approving ZC&-329
4. Direct staff to transmit required documents to the Coa Commission.
ITEM EXPLANATION
The City Council at your meeting of June 18, 1985 directed t City Attorney to prepare documents amending the General Plan Land Use Plan for Agua Hedionda Lagoon to redesignate the Sn
Harbor area from Trouist Commercial to Residential. The Doc in that regard are attached and if the City Council is satis that we have correctly incorporated your intentions in the r
you should take the actions recommended above.
The next step in the process is to seek Coastal Commission approval of the amendment to the Agua Hediunda Land Use Plan This would be accomplished by directing staff to transmit th proper documents to the Coastal Commission.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE LAND USE ELEMEN
OF THE GENERAL PLAN TO CHANGE THE LAND USE DESIGNA
FROM RC TO RM AND RLM ON APPROXIMATELY 11 ACRES OF
PROPERTY GENERALLY LOCATED EAST OF 1-5, SOUTH OF
HARRISON STREET AND WEST OF ADAMS STREET.
APPLICANT: CITY OF CARLSBAD
CASE NO.: GPA/LU 85-4
WHEREAS, the Planning Commission did on May 22, IC
hold a duly noticed public hearing as prescribed by law to
consider amendments to the Land Use Element of the General
GPA/LU 85-4; and
WHEREAS , said area has undergone previous environ
review and the Land Use Planning Manager has issued a Noti
Prior Environmental Compliance on May 9, 1985; and

changed from RC to RLM because it is bordered on both sides
across those streets by single family residences and becaus
street and circulation system is not adequate to handle
development of the area at the RM density, therefore, the R
designation is necessary to ensure compatibility with the
surrounding neighborhood .
C. That the Land Use Element of the General Plan
amended as follows:
1. GPA/LU 85-4: Change the Land Use Element
Residential Commercial (RC) to Residential Medium (RM) and
Residential Low Medium (RLM) on approximately 11 acres of
property generally located east of 1-5, south of Harrison !
and west of Adams Street as shown on the map marked Exhibi
GPA/LU 85-4 attached hereto and made a part hereof. I

Carlsbad City Council held on the 2nd day of July
