RECOMMENDED ACTION:
PARK DRIVE ASSESSMENT DISTRICT
Adopt Resolution No. &yf directing staff to prepare documents ti
establish the Park Drive Assessment district and appropriating funds.
ITEM EXPLANATION:
Developments fronting the east side of Park Drive between Calavo Cour
and Marina Drive all have Future Improvement Agreements recorded as
lien on the property requiring street improvements. The City Enginee
directed that these improvements be installed by the owners in 1982
To date, improvements have been constructed from Calavo Court to Cov
Drive, but have not been constructed between Cove Drive and Marip
Drive.
The City can initiate an assessment district, install the improvement
and assess the owners for the cost.
The intersection at Park Drive and Marina Drive immediately South c
this proposed district also needs realigning and widening. This i
proposed as a Capital Project in the 1985-86 C.I.P. Although thes
projects will be closely coordinated, staff recommends they be keF
separate so that property owners are only assessed their fair share c
required improvements.
FISCAL IMPACT:
The total cost of the project is estimated to be $80,000, includir
$60,000 for construction. Staff is requesting an appropriation c
$15,000 for design, staff time and legal services to get the distric
ready for construction. The remainder of the funds will come frc
bond sales which will also reimburse the City's initial expenses.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, DIRECTING STAFF TO PREPARE DOCUMENTS TO ESTABL
THE PARK DRIVE ASSESSMENT DISTRICT AND APPROPRIATE FUNDS.
The City Council of the City of Carlsbad, California does he
resolve as follows:
1.
Assessment District.
2.
Staff is directed to prepare documents to establish the
Funds in the amount of $15,000 are hereby appropriated f
Unappropriated Capital Reserve Fund, Account No. 330-941 to the proje
number 330-820- 1840-3192.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Car
