Initiate hearings to amend Circulation Plan to extend Alga Road easterly of Melrose. 2. Notify County of this action. ITEM EXPLANATION: A traffic study has been made of the area near Alga Road and Melrose. The study shows that extending Alga from Melrose to Rancho Santa Fe would carry 12,000 cars per day and would relieve traffic impacts on Melrose and Rancho Santa Fe. Based on these studies, the City Traffic Engineer recommends that Alga extension be added to the Circulation Plan. The land east of Melrose was annexed to Carlsbad in 1982 and is owned by Daon Corporation. At that time the city opted to delete Alga Road from the then County Circulation Plan. The existing residents in the Meadowlark community are opposed to the Alga extension even though it has been shown on the County Circulation Plan for some years. The Board of Supervisors is now considering deleting Alga from Rancho Santa Fe easterly and asked. for a recommendation from Carlsbad. To resolve this issue it is recommended that a hearing be scheduled and that Council make a decision when all of the facts are known. FISCAL IMPACT: Bringing this to hearing will cost the City $1,000 for staff work and studies. EXHIBITS: 1. Memo from J. Hagaman, Research/Analysis Group ALGA EXTENSION FROM MELROSE TO RANCHO SANTA FE ROAD The County of San Diego's engineers have completed a com- puter traffic analysis of the San Dieguito area. They indicate that the extension of Alga east of Melrose to Rancho Santa Fe Road is projected to handle 12,000 A.D.T. (average daily trips) by the year 2005 (Exhibit A). They did not analyze the redistribution of these 12,000 A.D.T. if Alga is not extended. They assume, and the City of Carlsbad's Engineering Department agrees, that if Alga is not extended to Rancho Santa Fe Road that the intersection of Melrose and Rancho Santa Fe Road will be impacted. The City of Carlsbad, during its study of the Circulation Element of the General Plan, also completed a computer traffic analysis of the City and surrounding road systems. The City's analysis was based on the area's buildout popu- lation given the current proposed land uses and did not extend Alga from Melrose to Rancho Santa Fe Road. The A.D.T. of Alga just west of Melrose is 16,300 at buildout (Exhibit B). The intersection of Melrose, Rancho Santa Fe and Corintia will be required to handle the following volume of A.D.T.: Melrose north 44,700 A.D.T.; Melrose south 65,400 A.D.T.; Rancho Santa Fe northeast 43,600 A.D.T. and Corintia west 4,300 A.D.T. In order to compare similar data with similar data, SANDAG was requested to make an additional computer analysis with Alga extended east to Rancho Santa Fe Road, using our build- out population (Exhibit C) . The findings of this computer comparison are as follows: Melrose between Alga and Rancho Santa Fe Road a reduction of 9,700 A.D.T.; Rancho Santa Fe Road between Alga and Me1- rose a reduction of 12,600 A.D.T.; Alga extension 13,000 A.D.T.; Alga west of Melrose an increase of 1,700 A.D.T.; Corintia west of Melrose a reduction of 900 A.D.T. The conclusion is that the intersection of Melrose and Rancho Santa Fe Road would have an overall reduction of 23,700 A.D.T. if Alga is extended east to Rancho Santa Fe Road. This represents a significant reduction in the functioning of this intersection. The City Engineer sup- ports this conclusion. FRANK ALESHIRE June 25, 1985 Page 2 Recommendation : Staff recommendation is that the Carlsbad City Council initiate an amendment to the Circulation Element of the General Plan to add the extension of Alga Road to Rancho Santa Fe Road. Currently there are no physical structures within the proposed extension of Alga, although any pro- posed project may be affected. r* JAMES C. The Board continued this matter to August 21, 1985 in order to receive input from the City of Carlsbad. The Carlsbad City Council considered this matter at its regular meeting held July 2, 1985. After reviewing a preliminary traffic study and listening to public testimony, the council voted - not to extend Alga Road east of Melrose. Massman, Public Works TELEPHONE (619) 438.5561 No. 36 On March 6, 1985, Board Order No. 28, the Board of Supervisors heard Leon Aschbrenner, representing Meadowlark Community Church concerning the extension of Alga Road, San Marcos area, and referred the matter to the Department of Public Works (DPW) for review and report back to the Board. The Board now considers this matter. There is presented to the Board a letter, Board of Supervisors Document No. 677308, from DPW and the Chief Administrative Officer recommending that the Board deny the request to abandon the plan to extend Alga Road from Melrose Avenue to Rancho Santa Fe Road and reaffirm the Board's support for the eventual construction of Alga Road to major roadway standards fromMdmse Avenue to Rancho Santa Fe Road in accordance with the current Circulation Element. There is on file a letter, Board of Supervisors Document No. 677861, from the City of Carlsbad written to DPW concerning the road and recommending that the County not close its options to reserve a future alignment for Alga Road. It is suggested that the matter be continued for 60 days in order to receive input from the City of Carlsbad. ON MOTION of Supervisor Eckert, seconded by Supervisor Golding the Board of Supervisors orders action held in abeyance until August 21, 1985 on the Meadowlark Community Church proposal that the County abandon the plan to extend Alga Road, San Marcos area. Massman, Director Department of Public Works Building 2 5555 Over1 and Avenue San Diego, CA 92123 SUBJECT: ALGA ROAD BETWEEN MELROSE AND RANCHO SANTA FE ROAD Dear Mr. Massman: With reference to your letter of May 30, 1985, I was enlightened by a meeting with Mr. William Hoeben of your department relative to the alignment of Alga Road. I had previously been led to believe that the alignment was somewhat controversial because as it moved easterly from Melrose, it arced to the north, across an established subdivision, to form a continuous alignment with Rancho Santa Fe Road. From a traffic standpoint, that would obviously be very desirable, but the disruption of an existing neighborhood would make such an alignment difficult to support. However, Mr. Hoeben showed us an alignment whlch is virtually a straight easterly extension of Alga, across Melrose, to a right angle intersection with Rancho Santa Fe Road. Admittedly, it severs a parcel of land owned by the Meadowlark Community Church, but the land is vacant. I personally feel that any result of such severance can be remedied, so that the Church (or a subsequent owner) could still have an adequate building site. Accordingly, it is my recommendation that the County not close its options to reserve a future alignment for Alga Road. As to the City of Carlsbad's official position, staff will need some time to obtain a reconsideration of the matter by the City. the City's official position on the question, "Will Carlsbad reserve the Alga Road segment within their jurisdiction when and if a development is proposed in the location identified on Exhibit B (from your letter of May 30, 1985)."
