RECOMMENDED ACTION:
Adopt Resolution No. /^ approving an increase of $186,290 to the FY 85-86
Encina Budget and directing the Finance Director to transfer funds from the
Sanitation Fund operating reserve (Fund 44-59-61) to the Sanitation Operating
Fund (Fund 50-61-20).
ITEM EXPLANATION;
The Encina budget was approved on June 18, 1985 and did not include an
authorization for the reballasting of the outfall line because final analysis
of the needed repairs had not been completed. The analysis was presented to
the JAC at its meeting of June 26 and the JAC recommends approving repairs
of $650,000. Carlsbad's share of these costs is $186,290. A detailed discussion
of this project is included in Exhibit 2.
FISCAL IMPACT;
The projected June 30, 1985 fund balance in the Sanitation Operating Reserve
is $1,400,000. This expenditure will reduce the fund balance to $1,213,710.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
A CHANGE TO THE ENCINA WATER POLLUTION
CONTROL FACILITY BUDGET AND APPROPRIATING
FUNDS.
WHEREAS, THE City Council of the City of Carlsbad approved the FY 85-86
Encina operating budget on June 18, 1984, and;
WHEREAS, the JAC subsequently reviewed new information concerning the
reballasting of the ocean outfall, and;
WEHREAS, the JAC recommends a budget of $186,290 for Carlsbad's share
of the total project cost.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad
as follows:
1. The FY 85-86 Encina authorization is increased by $186,290
or from $805,562 to $991,852.
2. The Finance Director is directed to transfer $186,290 from the
Sanitation Fund operating reserve to the FY 85-86 Sanitation
Fund operating fund.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad, California, held on the 6th day of August _
1985, by the following vote, to wit:

Subject: Ocean Outfall Capital Budget
Request for Approval & Funding
The Encina Joint Advisory Committee (JAC), in recommending the FY 1985/86 Budget
for approval, deleted the allocation for outfall ballast repairs pending the
outcome of further studies.
At the June 26, 1985 meeting, the JAC approved a total FY 85/86 Ocean Outfall
Capital Budget of $650,000. The Budget will provide for the reballasting and
uncovering of outfall diffuser ports as described in the attached letters. It
is requested that your agency:
1. Approve the $650,000 Budget.
2. Authorize the lump sum payment of your share of the funds.
Each agencies' share of this cost is as shown below:
