PACKAGE NO. 3 SECTION 3006-3F SERVICE

RECOMMENDED ACTION:
Adopt Resolution No. /'/3Li accepting the low bid and awarding Contract No.
3006-3F Service Station Equipment and Fuel Island for the Carlsbad Safety and
Service Center.
ITEM EXPLANATION;
On June 14, 1985, the City Council upon the recommendation of the Construction
Manager rejected all the bids for Section 3006-3F Service Station Equipment
and Fuel Island. As of August 1, 1985, three sealed bids were received, on
the rebid, by the Koll Company and the City. The bid was structured as
follows:

Deductive Cost for not assisting in relocation of existing
owner equipment to new facility.
Deductive Cost to install single piping and leak detection
in lieu of dual piping.
Alternative additive or deductive cost to bid Item 3F-1 to
install "Hytral" fuel liner system
Upon analysis of the bids, the following decisions were made:
1. Item 3F-2 would not be considered due to the low dollar amount versus the
desirability of the relocation assistance.
2. Item 3F-4 was not to be considered because the system as bid by the low
bidder was satisfactory without the "Hytral" fuel liner system.
3. The low bidder using 3F-1 All Equipment minus the dual piping system 3F-3
was Lube Lift Corp. The second low bidder used a different dual piping
system and therefore his deductive item 3F-3 was less resulting in his net
bid being $21,941.00 higher than Lube Lift Corp.
References have been verified on the recommended bidder. The bid recommended
on Section 3006-3F Service Station Equipment and Fuel Island is Lube Lift
Corp. of Long Beach at $243,255.00. The Construction Manager's bid estimate
was $260,505.00.
FISCAL IMPACT;
Funds are available in Account No. 140-820-1810-3006.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ACCEPTING THE BID AND
AUTHORIZING THE EXECUTION OF CONTRACT NO. 3006-3F
SERVICE STATION EQUIPMENT AND FUEL ISLAND FOR THE
CONSTRUCTION OF THE CARLSBAD SAFETY AND SERVICE
CENTER.
WHEREAS, bids have been received by the City of Carlsbad for the
construction of the Carlsbad Safety and Service Center on Contract No. 30Q6-3F
Service Station Equipment and Fuel Island; and
WHEREAS, the low bid received is for a total of $243,255.00; and
WHEREAS, the Construction Manager has recommended the acceptance of the
bid; and
WHEREAS, the funds are available in Account No. 140-820-1810-3006;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.14
2. That the bid as recommended by the Koll Company in the amount ofJLD
$243,255.00 for the Service Station Equipment and Fuel Island at the Carlsbad16
Safety and Service Center per bid package No. 3, Section 3006-3F is hereby
accepted and the Mayor and City Clerk are authorized to execute a contract

Award of Contract, Bid Package #3F revised
Dear Mike:
On June 4, 1985, the City Council approved the rejection and rebid of the
Service Station Equipment work for the referenced project.
The original bidding contractors were contacted by your Construction Manager
with a pre-bid conference being held on July 23, 1985, and bids received on
August 1, 1985. We have analyzed the bids and finding no major irregularities
recommend that an award for the following bid package be made to:

Station Equipment Lube Lift Equipment, Inc. $243,255.00
We feel this award represents a fair and reasonable price for the work intended.
The contract amount is based on the base bid (3F-1) and deductive alternate
(3F-3) for single piping of fuel and oil. In an effort to reduce budget
problems encountered during the original bid, your Construction Manager, with
city approval, modified some of the original specification requirements. These
modifications were developed such that the completed work would be constructed
around basic design intent, acceptable to all governing agencies, and at a
reduced cost. For the most part, it was just a matter of relaxing certain
proprietary specifications.
We understand that an agenda bill will be prepared for the City Council's
approval of this award on August 13, 1985. Please let me know if additional
information is required or if there are any problems with this recommendation.
