refunde~ to the appropriate parties:

REASON
Homes By Polygon put up a
Grading cash deposit of
$20,000.00. The work has
been completed and approved
by the Engineering dept.
Homes By Polygon a~e re-
questing a refund of their
deposit.
Any refund of fees reduces the amount of revenue available to the
city: however> the city may not retain fees collected in errorl
collected for ser~ices ~hich cannot be rendered, or collected with
the intention of using said fees for a deposit to guarantee the
completion of a task once the task is completed.
