RECOMMENDED ACTION:
Review attached report to the City Manager from the Land Use
Planning Manager and approve overall work program for the implementation of the Land Use Element Review.
ITEM EXPLANATION
On July 23, 1985, the City Council completed its review of th Citizens Committee Report for Review of the Land Use Element. that time, staff indicated that it would return with a work
program for implementing the recommendations approved by the
Council.
The attached report to the City Manager outlines the proposed program. Two time frames are recommended for the tasks: Janc
1, 1986 and June 1, 1986. This does not mean that it will ta
that long to accomplish each one of the tasks. Some individu
tasks may be accomplished within a shorter period of time but
establishes an overall time for that portion of the task list
soon as an individual task is completed, it will be brought
forward for Council consideration.
Specialized consultant services will be required to assist st
in order to complete the work program in a timely manner.
FISCAL IMPACT
No funds are specifically being requested at this time. Fund
will be necessary to accomplish the work program especially i
consultants are used to assist staff. Each task for which a consultant is being recommended will be bid and the City Coun
will be requested to authorize funding at that time. Collect
costs for all tasks could range from $50,000 to $100,000.
ENVIRONMENTAL REVIEW
Each task will require individual environmental review.

WORK PROGRAM/IMPLEMENTATION OF LAND USE ELEMENT =VIEW
On July 23, 1985, the City Council completed its review of the
Land Use Element of the General Plan. As a result of the
recommendations approved by the Council, staff has. identified 26
tasks that need to be accomplished in order to implement the
recommendations. The tasks have been divided into two time
frames for implementation; by January 1, 1986 and by June 1,
1986.
Additional personnel support will be needed to accomplish the
tasks. Staff is recommending that the city hire consultants to
perform several of the specialized Land Use Element Review tasks
An alternative would be to only use existing staff, prioritize,
and accomplish the tasks singly as time permits. This would
result in a significantly greater period of time for carrying ou
the recommendations approved by the City Council.
Following is the list of the tasks divided into the two time
frames with a recommendation for who would accomplish the tasks.
Also, a table has been prepared and is attached which summarizes
the information.
By January 1, 1986
1. Revise Land Use Element - Land Use Planning Office.
2. Revise Zoning Ordinance for consistency - Land Use Planning
Office.
3. Revise Planned Community Zone regarding parks and open spac - Land Use Planning Office.
4. Inventory and mapping of potential future open space - Consultant.
5. Require a physical constraints map with all applications - Development Processing Services.
6. Refine and expand Public Facilities Management System - Research and Analysis Group.

7. Develop Public Facilities and Services Adequacy Program - Consultant.
Review and update parking requirements - Land Use Planning
Office and Development Processing Services.

5. Prepare Specific Plan for Beach Special Treatment Area -
Consultant.
6. Prepare Architectural Review Ordinance - Consultant.
7. Contact adjacent cities regarding agriculture and
incompatible land uses - Land Use Planning Office.
8. Prepare inventory of areas in city with incompatible land
use or zoning designations - Land Use Planning Office.
9. Prepare annual staff report on growth and implementation of
General Plan - Land Use Planning Office.
10. Develop program for publicizing planning programs and
actions - Land Use Planning Office.
11. Develop program for annual public workshops in each quadran
of the city - Land Use Planning Office.
12. Prepare report on a master plan to protect coastal resource - Consultant.

13. Prepare standards for mitigating noise associated with
airport, freeways and heavily - travelled streets - Land Us Planning Office.
14. Prepare scenic corridor studies for designated scenic route - Consultant.
After reviewing this list, the City Council may wish to discuss
moving tasks into a different time frame. Total cost for the
tasks that are recommended to be performed by consultants may
collectively range from $50,000 to $100,000. The money would
have to be funded through contingency funds. Staff is not
requesting any commitment to specific funding at this time.
Request for proposals will be made on each task and then Council
will be requested to consider approval of the cost and funding a
that time.
