ITEM EXPLANATION: Engineering staff has completed checking the final map of Carlsbad Tract ‘84-l 8, an 8-unit condo project located on the southeast corner of Carlsbad Boulevard and Sequoia Avenue for conformance with the Subdivision Map Act and the Carlsbad Municipal Code. The final map conforms substantially with the Conditions of Approval and the tentative map as approved by the Planning Commission on September 26, 1984, per Planning Commission Resolution No. 2360. All discretionary conditions have been .met, including approval of all plans and bonding for all improvements as required. This project falls into the exemption category of the beach area overlay zone section 21.82.080 as all discretionary approvals have been received. As detailed in the attached memorandum from the Land Use Planning Department, this project has a density of 26.6 DU/AC. The new B.O.A. Zone would allow a maximum of 23 DU/AC. FISCAL IMPACT: This project is estimated to generate sewer connection fees of approximately $8,000.00 and Park-in-lieu fees of approximately $3,472.00 (8 single family attached at $434.00 per ‘unit). The exact amount of Public Facilities Fees are unknown until the applicant submits applications for building permits. The project should also generate Water Capital Fees estimated at $7,040.00. No detailed economic impact analysis of this development has been conducted. deve.lopment While increased operating expenses related to this are expected to be offset from increased tax or fee revenue, no exact percentage .of offset can be predic-ted.
