(q (__ setting the general obligation tax rate for 1985-86 and fixing the amount of revenue to be received from taxes. ITEM EXPLANATION: The City is annually required to set the, amount of revenue and tax rates necessary to meet the general obligation bond debt service requirements for the Sewer and Library Bonds. These tax rates must be submitted to the County Assessor by no later than September 1, 1985 to be effective for the 1985-86 fiscal year. The computation of these rates are shown on Exhibits A and B. The Sewer Bond tax rate of 0.00501% of market value is equal to a 2.06 tax rate on assessed value in pre Prop. 13 terms, or about .54 less than the 2.56 tax rate set in 1984-85 for the Sewer Bonds. The recommended Library Bond tax rate of 0.00069% equates to a pre -Proposition 13 tax rate of about 0.26. During the past five (5) years, the Library Bond fund has had a 0.00000`K tax rate due to the amount of reserves held in the fund. The fund now has only minimal reserves and must have a minimal tax rate to fund the debt service. The ending fund balances for the Sewer and Library Debt Service funds are $113,851 and $3,713 resper-tively.
