RECOMMENDED ACTION:
Endorse the proposal to widen Highway 78 from four to six
lanes and support the concept of federal, state and local
cost sharing.
ITEM EXPLANATION:
There is a clear need for widening Highway 78 from four to
six lanes. Normal funding sources would take 8-10 years
to materialize.
Congressman Packard has requesed a federal demonstration
grant to fund a portion of the cost. North county cities
have been asked to consider paying a share of the cost from
local funds.
FISCAL IMPACT;
Cost to widen Highway 78 is estimated at $28 million and
a cost split of 50% Federal, 25% State and 25% local.
No specific formula has been discussed as yet.

Dear Mayor Casler:
Attached is a letter the City Council authorized
me to send to Congressman Ron Packard.
Mr. Tom Hawthorne, California Transportation
Commission, suggested to me that if each of the
Cities would take a similar position it would
greatly assist Ron's efforts in Washington to
get the widening of Highway 78 in this year's
legislative package. Tom indicated, that if
our united efforts are successful, the widening
could take place within a two to three year time
frame.
Please let me know if your City will support
this shared funding approach to the Highway 78
widening crisis.

SUBJECT: HIGHWAY 78 WIDENING PROJECT
Dear Congressman Packard:
It is our understanding that you are pursuing Federal assistance
as a "demonstration project," the widening of Highway 78 between
Interstate 5 and Interstate 15. We take pride in initiating this
vital issue among the North County mayors. We commend you for
seeking a potential solution.
We agree in principle to the proposed cost sharing program vis-a-vis
50 percent Federal funding, 25 percent State funding and 25 percent
to be shared by local governments. It is our understanding that
the County of San Diego also agrees in principle to County partici-
pation .
For planning purposes, we would like to participate in establishing
the cost sharing formula as it relates to local government. We
would also like to know which on and off ramps may be included
for redesign and upgrading within the project.
Once again, thank you for your assistance on behalf of the citizens
of North County.
