ENG - C17 OF CARLSBAD - AGEND. -BILL TITLE SUPPLEMENTAL CONSULTANT AGREEMENT FOR ' CARLSBAD BOULEVARD IMPROVEMENTS PHASE I1 CONTRACT NO. 3098 CITY MOR.* RECOMMENDED ACTION: Adopt Resolution No. r/ 73 approving the supplemental agreement with the design consultant and authorizing the Mayor to execute the agreement. ITEM EXPLANATION: The Carlsbad Boulevard widening project will widen this street to four lanes from Tamarack Avenue to Cannon Road. The project was broken down into two phases. Phase I - on hich construction will start next month - consists of replacing the old two lane deficient bridge with four lanes and includes street improvements from the bridge to Tamarack Avenue. Phase I1 consists of widening the street from the bridge to Cannon Road and adding a parking lot to replace parking lost by the widening to four lanes. On January 6, 1981, the City Council adopted Resolution No. 6396 approving an agreement with McDaniel Engineering Company to prepare the plans and specifications for a bridge over Aqua Hedionda Lagoon on Carlsbad Boule- vard. Since Phase I will be under construction by the end of September and the road will be closed to traffic for a period of six months, staff feels that it is pertinent at this time to make necessary changes to Phase I1 project plans and coordinate construction of Phase I1 with Phase I, so that the length of time of the road closure will be minimized, and both projects will be completed concurrently. The design of Phase I1 was completed by McDaniel Engineering Company, but needs some revisions and additions as follows: 1. Incorporate curbs, gutters and sidewalks on the plans. 2. Design for the improvement and obtain a lease for the use of existing San Diego Gas and Electric fishing parking lot to provide additional parking per E.I.R. 3. Design a traffic signal for the San Diego Gas and Electric fishing parking lot to provide pedestrian access from the parking lot to the beach. 4. Design for a storm drain from Cerezo Drive to Aqua Hedionda Lagoon required now so the new street will not be torn up later. FISCAL IMPACT: The consultant fee for the revision of Phase I1 is $20,000. 86% of the cost will be reimbursed by Caltrans. Prior to calling for bids, we will negotiate an agreement with SDG&E to lease the fishing area for thirty (30) years as required by Caltrans. - EXHIBITS : 1. Location Map. 2. PHASE IT 13089 I I SUPPLEMENT TO AGREEUENT FOR REVISIONS OF PLANS AND SPECIFICATIONS FOR CARLSEAD BOULEVARD STREET IUPROVEUENTS AND PARKING LOT PHASE I1 ORIGINAL AGREEMENT ENTERED INTO AS OF JANUARY 6, 1981 BY AND BETWEEN THE CITY OF CARLSBAD AND MCDANIEL ENGINEERING COMPANY ITEM 1. Consultant's obligations are hereby supplemented by the addition of the following: Scope of Work The Consultant shall prepare plans and specifications and cost estimates for the following tasks and incorporate them into Carlsbad Boulevard Phase 11 improvement plans. 1. Design for sidewalks, curbs and gutters along Carlsbad Boulevard. 2. Design for a storm drain along Carlsbad Boulevard per 1984 Coastal Storm Drain Study by Wilson Engineering. Complete Hydraulic calculations shall be submitted to the City. 3. Design for the improvement of the existing San Diego Gas and Electric fishing parking lot. 4. Design a traffic signal at the entrance of the San Diego Gas . -2- and Electric fishing parking lot. 5. Consultant shall coordinate with all utilities departments for possible conflicts. 6. Same requirements listed in the January 6, 1981 contract between McDaniel Engineering Company and the City of Carlsbad will remain in effect. Schedule Work shall begin immediately and final plans and specifications shall be delivered to the City not later than October 15, 1985. Pavment Consultant shall be paid on a time and material basis an amount NOT TO EXCEED TWENTY THOUSAND AND N0/100 DOLLARS ($20,000.00) IN WITNESS WHEREOF, we have hereunto set our hands and seals this day of , 1985.
