APPLICANT: VISTA SANTA FE (AREA "Cn) CASE NO: CT 85-11/PUD-86. -- IN NEIGHBORHOOD SE-I8 NORTH OF CALLE -BARCELONA WHEREAS, on July 10, 1985, the Carlsbad Planning Commission adopted Resolution No. 2454 recommending to th Council that Tentative Tract Map (CT 85-11) and Planned U Development (PUD-86) be approved; and WHEREAS, the City Council of the City of Carlsba August 20, 1985 held a public hearing to consider the recommendations and heard all persons interested in or OF Tentative Tract Map (CT 85-11) and Planned Unit Developme 86); and WHEREAS, said Tentative Tract Map and Planned Ur Development have been declared to have a nonsignificant : the environment and a Negative Declaration, dated June 6, was prepared, approved and filed by the Planning Commissj July 10, 1985, in compliance with the requirements of thc of Carlsbad Environmental Protection Ordinance of 1980 ar California Environmental Quality Act; I I ,. "9) Pursuant to the La Costa Master Plan the Cit Council has considered the approval of four projects, CT E LCDP 85-1, Vista Santa Fe; CT 85-15, LCDP 85-2, Park View CT 85-11 , PUD-86, Vista Santa Fe; and CT 85-6 Pup-80, Daor Southwest. These projects will add a substantial amount c traffic to Rancho Santa Fe Road which is already operatinc its design capacity. These four projects have been condit with interrelated conditions insuring that Rancho Santa FE will be improved from Olivenhain Road to La Costa Avenue I occupancy of any of the homes within the four projects anc the City Council will determine the timing and extent of 1 improvements to be required for the remaining portion of 1 Santa Fe Road between La Costa Avenue and Melrose Drive pi final map approvals. The City Council has determined in approving these projects that the public facilities elemel the general plan requires the Council to utilize its authl under the La Costa Master Plan to advance the improvement schedules for Rancho Santa Fe Road and impose these condi because such improvements are necessary to take care of t traffic from these projects and that in the absence of construction of Rancho Santa Fe Road these projects could approved." . ---- C. That said Tentative Tract Map, together with provisions for its design and improvement and subject to conditions of this resolution, is consistent with all app general and specific plans of the City of Carlsbad.
