RECOMMENDED ACTION:
Adopt Resolution No. y/ 74, amending the classification plan of the City of Carlsbad by adding the classifications of Fire Prevention Officer I, I1 and 111.
ITEM EXPLANATION:
The fire prevention bureau is presently authorized one Fire Captain/ Specialist
(Fire Marshal) and two Pirefighter/ Specialists. replacement of the two Firefighter/ Specialists with civilian employees. replacements would occur through attrition. The difference in the job descrip-
tion between the Firefighter/Specialist and the Fire Prevention Inspector is that
the civilian inspectors will not be required to engage in firefighting duties and
will not be safety employees.

The reason for the recommended change is that the fire prevention positions are
full time positions and the Firefighter/Specialists do not have time to spend with
fire companies keeping up their skills and knowledge in the fire and rescue
areas. We are also finding it very difficult to recruit firefighters to fill
vacancies in the fire prevention bureau.
FISCAL IMPACT:
If we were to replace the two Firefighter/Specialists at Step E with one Fire
Prevention Inspector I and one Inspector I1 at Step E, we would have a one
year salary savings of $9,776, plus a savings of fringe benefits of 14%.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING THE CLASSIFICATION AND SALARY PLAN QPHEY TO INCLUDE THE CLASSIFICATIONS 4lF
FIRE PREVENTION OFFICER I, I1 AND I11
WHEREAS, the City Manager recommends and the City Council concurs,
that the classifications of Fire Prevention Officer I, I1 and I11 should be
included in the City's Classification and Salary Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows :
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to
add the classifications of Fire Prevention Officer I, I1 and 111 as
described in Attachment A and B, attached hereto and made a part thereof.
3. That the City Council authorizes and directs the City Manager to
add the titles Fire Prevention Officer I, I1 and I11 to the appropriate City
Salary Plan as shown on Attachment C, attached hereto and made a part
thereof.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad

DEFINITION
Under direction, to perform technical work involving weed abatement
and hazard reduction inspections, fire prevention education
programs, fire and life safety inspections, and to do related work as assigned.

' DISTINGUISHING CHARACTERISTICS
Fire Prevention Officer I: An entry level class in the fire prevention series for which prior fire prevention experience is not required. Incumbents inthis class are expected to learn the office and field operations of the department under the supervision of the Fire Captain Specialist or a senior officer, eventually qualifying for advancement to Fire Prevention Officer 11. Incumbents may be required to take related college courses on their own time.
Fire Prevention Officer 11: Positions in this class are normally
filled by advancement from the lower grade of Fire Prevention
Officer I, or when filled from the outside, requires prior fire prevention experience. Work in this class is distinguished from that of Fire Prevention Officer I by the greater complexity of the
work assignments; greater independence with which an incumbent is
expected to work; and the broader level of knowledge of code
requirements, educational methodology, and city policies and
procedures which a Fire Prevention Officer I1 is expected to utilize.

EXAMPLES OF DUTIES
Conducts weed abatement inspections, supervises cleaning of lots
by city contract crews, and completes accompanying paperwork and records.
Formulates and conducts educational programs in fire and life safety. Works with schools, service clubs, and other community groups to involve a greater portion of the community in'the fire safety educational process.

Conducts fire prevention inspections, prepares reports of inspec-
tions and complaints; follow-up on complaints to see that hazards are eliminated.
Inspects facilities for hazardous processes, public assemblies and related activities and recommends corrective action.
Conducts fire cause investigations and prepares reports documenting the cause of fires being investigated.

Pertinent federal, state and local laws, codes, regulations, -. rules and ordinances.
Principals, practices, and procedures ofmodern fire protection for lives and property.
Abilitv to:
Communicate clearly and concisely, orally and in writing.
Detect and evaluate a wide varietyof hazardous conditions and
materials.
Learn to conduct thorough and detailed fact finding investigations
of fire incidents.
Establish and maintain cooperative working relationships with
those contacted in the course of work.

EXPERIENCE br EDUCATION
Fire Prevention Officer I: Any combination of education and experi- ence that could likely provide the required knowledge and abilities that would be qualifying. A typical way to attain the knowledge and abilities would be equivalent to high school graduation supplemented by college courses in fire inspection or fire science or California Fire Academy courses in the Fire Prevention Series 1A thru 1C. t
Fire Prevention Officer 11: Two years of responsible experience in
a variety of fire prevention work and education equivalent to that required for a Fire Prevention Officer I, plus courses equivalent to the following California Fire Academy Courkes:
Fire Prevention 1A Fire Inspection Practices Fire Prevention 1B Code Enforcement Fire Prevention 1C Flammable Liquids and Gases Fire Prevention 2A Fire Protection Systems & Buildings Components Fire Prevention 2B Interpreting the U.B.C. and C.A.C. T-24 Fire Prevention 2C Fire Problems in Special Occupancies
Necessary special requirement: Fire Prevention I and 11. Possession of a valid Class I11 California Drivers License.

DEFINITION
Under general direction, supervises Fire Prevention -Officers I and
11, conducts plan review of fire protection systems and equipment,
conducts fire prevention inspections of a difficult or highly
technical nature, conducts fire cause and arson investigations, and does related work as required.

DISTINGUISHING CHARACTERISTICS
Positions in this class receive direction directly from the Fire
Marshal and may be called upon to supervise Fire Prevention Officer
I and I1 positions. Incumbents in this class will have extensive
experience in the areas of fire inspections, fire investigations,
and public fire education, and will have a working knowledge of the
fire codes and standards generally in use throughout California.
EXAMPLES OF DUTIES
Supervise Fire Prevention Officer I and I1 positions.
Interpret building and.fire protection system plans, building and fire codes.
Conduct plan review of industrial, commercial and special hazard occupancies of the fire protection systems and equipment.
Perform fire prevention inspections on complex industrial, commercial and residential structures.
Conduct fire cause and arson investigations.
Keep inspection records and prepare reports.
Assist with the supervision and training related to the engine company inspection program.

.a Confer with engineers, contractors, homeowners and others concerning fire and hazard prevention problems and requirements.
Conduct fire safety education classes.
Serve as Acting Fire Marshal.
QUALIFICATIONS
