RECOMMENDED ACTION:
, APPROVING an amendment to tht Agua Hedionda Land Use - Plan (AH LUP 85-1) and direct staff to Adopt Resolution No.
transmit required documents to the Coastal Commission.
ITEM EXPLANATION
The City Council recently approved an amendment to the Agua
Hedionda Land Use Plan to change the zoning and planned land u
for the Snug Harbor Area to residential (see attached Exhibit
Staff was directed to process an amendment through the Coastal
Commission. Preliminary discussions with Coastal Commission s
indicate that the amendment could be supported if the boat
launching facilities were not made a non-conforming use by the
amendment. This would require the application to be modified
leave the boat launching facilities portion of the Snug Harbor
as R-C (Recreational Commercial) (see attached Exhibit "C" ) . Wording would also be placed in the Agua Hedionda Plan to indi that this portion of the area could not be used for anything c
than boat launching facilities. Any other recreational comer use would require a subsequent, formal amendment to the Plan.
Staff believes that this modification falls within the intent the original Council action on this matter. It was not perce: that there was any opposition to allowing the boat launching facilities to continue to operate but, rather, the opposition to any additional or new commercial uses located within the SI Harbor Area. The modification only represents a minor change
the original amendment and only affects a small portion of tht Harbor Area. For Ynese reasons, staff is recommending that tJ
City Council authorize staff to modify the application by ret,
the R-C (Recreational-Commercial) designation on the boat laui
facilities portion of the Snug Harbor Area.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING CITY COUNCIL
RESOLUTION NO. 8097 WHICH PREVIOUSLY AMENDED
CITY COUNCIL RESOLUTION NO. 6877 MAKING CHANGES
TO THE AGUA HEDIONDA LAND USE PLAN.
APPLICANT: CITY OF CARLSBAD CASE NO: AH/LUP 85-1
WHEREAS, the Planning Commission did on May 22, 19t
a duly noticed public hearing as prescribed by law to consic
amendments to the Agua Bedionda Land Use Plan AH/LUP 85-1; i
WHEREAS, the City Council did on June 18, 1985 holl
advertised public hearing to consider said amendments and a
time received the recommendations, objects, protests and co
of all interested persons desiring to be heard; and
WHEREAS, the City Council after considering the pr
changes to the Agua Hedionda Land Use Plan directed the Cit
Attorney to return with appropriate documents to amend the
Hedionda Land Use Plan,
NOW, THEREFORE, BE IT RESOLVED by the City Council
City of Carlsbad, California as follows:
