RECOMMENDED ACTION:
The
to install a stop sign on Skyline Road at Westhaven Drive.
Traffic Safety Commission recommends introduction of Ordinance No.J/&
ITEM EXPLANATION:
Tony Publico, who lives on Westhaven Drive, requested a change in traffic
control at this intersection. He is concerned about the traffic accidents and
the near accidents at this location.
The intersection of Skyline Road and Westhaven Drive is not a standard "T"
intersection, because Park Drive intersects Westhaven Drive to the immediate
south of Skyline Road (see attached Site Plan).
At the present time, the only traffic control at this location is a yield sign
on Park Drive at Westhaven Drive. There have been three (3) reported traffic
accidents There have been no
reported traffic accidents at Park Drive and Westhaven Drive.
at Skyline Road and Westhaven Drive since 1971.
The majority of traffic at this location is southbound Westhaven Drive to
westbound Park Drive and eastbound Park Drive to northbound Westhaven Drive.
Staff recommended installing a yield sign on Skyline Road at Westhaven Drive
and 50 feet of yellow center line on Skyline Road and a limit line. This
would reinforce the requirement that drivers yield to through traffic. Due to
the intersection geometry and volumes, Westhaven Drive should be considered the through movement. This continues to be staff's recommendation. The
Traffic Safety Coordinating Committee (technical representatives) agreed with
Staff's recommendation. The Traffic Safety Commission recommended to install a stop sign and the striping on Skyline Road at Westhaven Drive.
FISCAL IMPACT
The installation of a stop sign and striping would cost approximately
$100.00.

ORDINANCE NO. 3194
- AN ORDINANCE OF THE CITY COUNCIL of THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER 10.28
Of THE CARLSBAD MUNICIPAL CODE BY THE ADDITION Of
SECTION 10.28.350 REQUIRING SYKLINE ROAD TO STOP
AT WESTHAVEN DRIVE.
The City Council of the City of Carlsbad, California, hereby ordains
as follows:
SECTION 1: That Title IO, Chapter 10.28 of the Carlsbad Municipal
Code is amended by the addition of Section 10.28.350 to read as follows:
"10.28.350 Westhaven Drive: Drivers shall stop here the following
described street intersects Westhaven Drive: Skyline Road.
EFFECTIVE DATE: This ordinance shall be effective immediately upon
. passage. The City Clerk of'the City of Carlsbad shall certify to the adoption
of this ordinance' and cause it to be published at least once in the Carlsbad
Journal within fifteen days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council
held on the - 24aday of SP- , 1985, and thereafter
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 1st day of October , 1985 by the following vote, to
wit:
