NOTICE OF COMPLETION
POINSETTIA LANE BRIDGE

RECOMMENDED ACTION:
Accept the construction of Project No. 3079, Poinsettia Lane
Bridge as complete. Direct the City Clerk to have the Notice
of Completion recorded.
Adopt Resolution No. &&6 approving the expenditure of
$10, 657.43 in additional funds.
ITEM EXPLANATION
Construction of Poinsettia Lane Bridge and road construction
has been satisfactorily completed. The final contract amount
of $1,085,743.73 includes one Change Order for $627.90
(handled administratively in accordance with Administrative Order No. 7). Also included is an additional amount of
$10,657.43 to cover the costs of additional quantities of
asphalt and concrete paving. The City has received three stop
payment notices from the subcontractors on the above project
as follows:
Casey Hinkley Construction $10,175
Tatlock Structural Concrete $ 1,067
Pacific Engineers $ 736

Staff recommends withholding of funds in the amount of
$11,978.00 from the retention until all of the subcontractors'
claims have been settled. A retention of $53,723.00 (5%) will
be withheld until 35 days after the Notice of Completion is
recorded.
FISCAL IMPACT
Funds in the amount of $1,393,764.00 were budgeted for this
project in the FY 84-85 C.I.P. of which City's contribution
was $200,000.00 (gas tax) and developer's contribution was
$1,193,754.00. The budgeted funds of $1,393,764 (available in
Account No. 300-820-1840-3079) are sufficient to cover the
final contract amount of $1,085,743.73, engineering and inspection. Council needs to approve the expenditure of the
additional funds in the amount of $10,657.43 necessary to cover the total construction cost.

Lane Bridge on which CALCO Construction was the Contractor,
and United Pacific Insurance Company was the surety, was completed.

RESOLUTION NO. 8206
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING ADDITIONAL
EXPENDITURE OF FUNDS FOR POINSETTIA LANE BRIDGE
PROJECT NO. 3079
WHEREAS, funds in the amount of $1,393,764.00 were appro-
priated for the construction of Poinsettia Lane Bridge by the
City Council on July 7, 1984, and are available in Account No.
300-820-1840-3079; and
WHEREAS, City funds in the amount of $1,074,458.40 have been
encumbered for this contract to date; and
WHEREAS, additional funds in the amount of $10,657.43 are
required for the contract;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. The expenditure of additional funds in the amount of TEN
THOUSAND SIX HUNDRED FIFTY SEVEN AND 43/100 Dollars ($10,657.43)
from Account No. 300-820-1840-3079 is hereby authorized and
approved. 4
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 15th day of 0c-r , 1985
by the following vote, to wit:
